Dear Sir:
In accordance with the Environmental Protection Plan (Non-Radiological) Technical Specifications for Crystal River Unit 3 (CR-3), Section 3.2.3, Progress Energy Florida, Inc. hereby provides notification of a change to the National Pollutant Discharge Elimination System (NPDES) Permit recently approved for CR-1/2 and CR-3 by the State of Florida, Department of Environmental Protection (FDEP).
In Reference 1, Florida Power Corporation, now doing business as Progress Energy Florida, Inc., submitted an application to FDEP requesting a minor revision of Wastewater Permit FL0000159 for reduction of the monitoring frequency for oil and grease and total suspended solids at sampling point EFF-7B. The response to a request for additional information was provided to FDEP by letter dated June 21, 2002 (Reference 2). By letter dated January 29, 2003 (Reference 3), which was postmarked and received on February 25, 2003 and February 28, 2003, respectively, Progress Energy Florida, Inc. received the FDEP approval to the requested minor permit revision (Attachment).

Dear Mr. Roderick:
The Department received your application on June 25, 2002 requesting a minor revision of Wastewater Permit FL0000159 for reduction of the monitoring frequency for oil and grease and total suspended solids at sampling point EFF-7B, discharged to waters of state via Outfall D-OF.
The monitoring frequency for oil and grease and total suspended solids will be reduced from 1/Day during discharge to 1/Week during discharge. The Department hereby approves the request pursuant to Rules62-620.200(24) and (25), and 62-620.325, F.A.C. A draft minor permit revision was issued on September 9, 2002 and a notice of intent to issue a minor permit revision was issued on November 25, 2002.
Attach this letter to Wastewater Permit FL0000159 and insert the revised pages and DMR (enclosed) into the Permit. All conditions of the Permit shall remain in effect except as revised herein. Any party to this order (permit) has the right to seek judicial review of the permit under section 120.68 of the Florida Statutes, by the filing of a Notice of Appeal under Rule 9.110 of the Florida Rules of Appellate Procedure, with the Clerk of the Department of Environmental Protection, Office of General Counsel, Mail Station 35, 3900 Commonwealth Boulevard, Tallahassee, Florida 32399-3000 and by filing a copy of the notice of appeal accompanied by the applicable filing fees with the appropriate district court of appeal. The notice of appeal must be filed within thirty days after this notice is filed with the Clerk of the Department.

- 1) The facility provided monitoring data for the period from 1/1/99 to 5/3/02 for Oil & Grease, and Total Suspended Solids,which are summarized as follows:
For Oil and Grease:
Average concentration in the Evaporator Condensate Storage Tank(ECST) prior to release into service water :3.8mg/1 For Total Suspended Solids:
Average concentration in the ESCT prior to release into service water: 1.0mg/I Frequency of discharge from ECST to the service water system is once every 2.3 days or approximately 3 discharges each week.
- 2) Based on the guidance memorandum provided by EPA titled "Interim Guidance for Performance Based Reduction of NPDES Permit Monitoring Frequencies", and dated April 19, 1996 the frequency of monitoring for Oil & Grease, Total Suspended Solids has been reduced from 1/Day of Discharge to 1/Week. The guidance memorandum indicates the ratio of long term average to monthly average is less than 25 percent, the monitoring frequency can be reduced from 3/week to 1/week for Oil and Grease, Total suspended Solids.
