Crystal River Unit 3 - Monthly Operating Report
Dear Sir:
Progress Energy Florida, Inc. hereby submits the Crystal River Unit 3 (CR-3) February 2003 Monthly Operating Report in accordance with CR-3 Improved Technical Specification 5.7.1.2.
In this Monthly Operating Report, CR-3 is changing the value for Design Electrical Rating (DER) from 825MWe to 860MWe. The reason for this change is to be consistent with the other Progress Energy nuclear plants interpretation of the definition of DER given in Generic Letter 97-02. That definition is:
"The nominal net electrical output of the unit specified by the utility and used for the purpose of plant design."
Historically, CR-3 interpreted this to mean original plant design and, therefore, has reported the value of 825MWe since 1977. The recent implementation of a small power uprate for CR-3 presented the opportunity to reconsider what CR-3 reports for DER. Based on two changes in licensed thermal power and upgrade of the low pressure turbines over plant life, CR-3 has determined the change to 860MWe is appropriate and technically justified at this time.
