Florida Power Corporation (FPC) hereby submits its fitness For-Duty (ffD) program performance data for the period of July 1,1991 through December 31, 1991.

FPC is required to submit this report within sixty (60) days after each six month reporting period iri accordance with 10 CFR 26.71-(d).

The 5 substances listed below are additional substances used by FPC for Pre-access, For cause, and Follow up testing only.

One Contractor employee refused to undergo random drug screening. Access was immediately revoked and he was discharged by the Contract company.

One regular FPC employee had a positive random drug screening for Cocaine.

Access was immediately revoked and the employee was discharged.

4.

Three (3) FPC Pre access had positive ocug and/or alcohol screens ( one for Marijuana and two for alcohol).

All were denied access and denied employment.

The positive for marijuana was at FPC's cutoff level of 50ng/ml.

It would not have been positive at the NRC's cutoff level of 100ng/ml.

Four (4) contractor pre-access had positive drug and/or. alcohol -screens (one for cocaine and three for alcohol). All were denied access.

Three (3) FPC employees were tested For-cause: One had a positive alcohol screen and two were negative for drugs and alcohol. The FPC employee with the positive alcohol test had access revoked for the balance of that day and was counseled.

One Contract employee was observed by the Security Guard to be intoxicated when he attempted to report for work. The employee refused to undergo drug and alcohol testing. Access was immediately revoked and he was discharged by.the Contract Company.

NOTE: As of July.1,1991, Florida Power Corporation performed all pre access testing of Contractors.

OF MANAGEMENT ACTIONS INITIATIVES TAKEN: N/A LESSONS LEARNED:

During this 6 month period, FPC tested 1638 emplojees including Contractors (Random plus Pre Access) and 10 positive results were identified (0.006%).

&VDIT

SUMMARY

In accordance with 10 CFR 26.80, Florida Power Corporation conducted annual Fitness-for Duty audits from October 1990 to October 1991 on two Contractors.

1.

FPC's Quality Programs Department performed an audit on Contractor #1 and discovered that the Contractor did not perform an annual audit of their testing laboratory.

2.

FPC's Quality Programs Department performed an audit on Contractor #2 and discovered that the Contractor did not perform an internal audit and did not submit say blind samples.

CORRECTIVE ACTIONS TAKEN:

As of July 1,

1991, FPC will perform all contractor pre-access testing.
