Dear Mr. Denton:
Florida Power Corporation hereby submits three (3) originals and forty (40) copies of Technical Specification Change Request No.111, requesting amendment to Appendix A of Operating License No. DPR-72. Proposed replacement pages for Appendix A are attached.
This proposed change includes the silicon controlled rectifiers associated with the control rod trip breakers in the Technical Specifications in response to Generic Letter 83-28.
Because this change is being made at the request of the Commission, no licensee fees are included.
Also attached is a signed Certificate of Service for Technical Specification Change Request No.111 to the Chief Executive of Citrus County, Florida.

Events", item 4.4, requests that silicon controlled rectifiers be included in the appropriate serveillance and test sections of the Technical Specifications. This proposed change is in l
response to this request.

Determination of silicon controlled rectifier (SCR) operability is accomplished using guidelines developed by Babcock and Wilcox. As stated in the guidelines:
l SCR testing is basically divided into two parts; verifying that the SCR trip relays have in fact tripped (deenergized) in response to an RPS trip command, and verifying that the SCR's themselves have tripped (deenergized).
l EVALUATION OF REQUEST:
l As there was no hardware change and as this proposed change simply highlights an action Florida Power Corporation is already performing there is no affect on any safety margin or safety analys's.
