Dear Mr. Calvo:
In accordance with 10CFR50.12(a)(2)(fi) and 10CFR50.12(a)(2)(iii) and the guidelines accompanying the NRC evaluation of CEN-315. "Sumary of the Diversity Between the Emergency Feedwater Actuation System for C-E Plants" and CEN-349, "Response to the NRC's Evaluation of CEN-315 for San Onofre Nuclear Generating Station Units 2 and 3. Arkansas duelear One Unit 2 and Waterford Steam Electric Station Unit 3" Arkansas Power & Light Company One, Unit 2 (ANO-2)g a request for a partial exemption for Arkansas t'uclear (AP&L) is submittin from 10CFR50.62, "Requirements for Reduction from Anticipated Transients Without Scram (ATWS) Events for Light-Water-Cooled Nuclear Power Plants."
Specifically, the exemption addresses the requirement of 10CFR50.62(c)(1) requiring that ANO-2 have equipment which is diverse from the reactor trip system to automatically initiate the emergency feedwater system under cenditions indicative of an ATWS. AP&L proposes to install, on ANO-2, a Diverse Scram System (DSS) which is diverse and independent of the existing reactor trip system. These modifications will also provide a diverse and independent turbine trip. AP&L believes that the attached request demonstrates that the intended modifications will achieve the desired ATWS risk reducti' and resultant safety improvenent in a cost-effective and fiscally.

Calvo November 3o 1988 If the review and concurrence with the exemption request by the NRC staff can be completed by February 1,1989, then AP&L will be in a position to proceed with those activities necessary to effect installation of the ATWS modifications during our seventh refueling outage on Unit 2 (2R7) currently scheduled for September, 1989.
This timetable is necessary to preclude factors such as the delivery schedules for material and vendor information critical to the design from becoming a constraint to installation. AP&L is confident that implementation of these modifications during our third refueling outage after the final ATWS rule in accordance with your correspondence of March 2,1987(2CNA038701), is achievable if approval is received by the february 1, 1989 date.
Should the NRC staff deny the exemption request, then the resultant scope of other modification options will be extensive.
The magnitude and cost of this effort would nake the installation of any of these subsequent modifications not possible to achieve during 2R7.
