Dear Sir or Madam:

In Reference 1, Entergy Operations, Inc. (Entergy) proposed a change to the Arkansas Nuclear One, Unit 2 (ANO-2) Technical Specifications (TS). Specifically, the change would relocate the requirements for Pressurizer heaters from the TS to the ANO-2 Technical Requirements Manual (TRM). In Reference 2 above, the NRC provided a draft position for denial of the request by Entergy. The NRC requested comment with regard to the proposed denial within 15 days of receipt of the Reference 2 letter by Entergy. Subsequently the NRC verbally extended the comment period by one week.

After conversations with the Staff and further review, Entergy has decided to withdraw the original request at this time. From Reference 2 it is apparent that additional technical basis will be required to support the NRCs review of the requested change. Since this additional information will require substantial additional resources, Entergy will reassess the benefit of the proposed change and determine if a subsequent application is desired. Entergy appreciates the time and consideration the NRC has afforded the proposed change.
