Gentlemen:
By letter dated August 23,1996 (2CAN089609), Entergy Operations submitted a technical speci6 cation (TS) change request to convert the design features section of the Arkansas Nuclear One - Unit 2 (ANO-2) TSs to be consistent with NUREG-1432 Revision 1, of the improved " Standard Technical Specifications for Combustion Engineering Plants." Based on discussions with the NRC Staff regarding this amendment request, additional information was added to TS 5.2.2 regarding the control element assemblies (CEAs) section of the proposed change. The requested information is a description of the control material used in the ANO-2 CEAs.
The requested information was not included in the original submittal because the current j/
j ANO-2 TSs do not contain this level of descriptive information for the CEAs and the

requested information was already discussed in the ANO-2 safety analysis report. Sections 4.2.3.2.2 and 4.2.3.3.2.2 of the safety analysis report descri'ic the primary CEA control material as boron carbide in the form of cylindrical pellets. 'Yhis selection was based on the excellent neutron absorption capabilities of boron cantide end the proven acceptability of boron carbide for reactor control applications.
The secondary control material used in the CEAs is an alloy of silver-indium-cadmium. This material is used in the bottom portion of the CEAs and was selected based on its high neutron absorption cross section and its proven acceptability for reactivity control applications.
Moreover, this material has good dimensional stability under irradiation (less than 0.5 percent expansion) which contributes to the proper operation of the hydraulic buffer over the lifetime j
of the CEA by maintaining the proper diametrical clearance.
The associated TS page (5-1) has been revised and is attached to this letter. The attached f
change does not affect the conclusions of the no significant hazards determination of the August 23,1996, submittal.
