Dear Sir or Madam:

By letters (Reference 1, 2, and 3), Entergy Operations, Inc. (Entergy) proposed a change to the Arkansas Nuclear One, Unit 2 (ANO-2) Technical Specifications (TSs) in support of removing the automatic closure interlock (ACI) associated with the Shutdown Cooling (SDC) system suction motor-operated valves. ANO-2 is in refueling outage 2R17 with plant heatup scheduled for the week of March 27, 2005. The physical modification required to remove ACI was required to be performed during shutdown and has been completed with the exception of testing. Therefore, Entergy requests approval of the aforementioned amendment request as soon as practical.

In order to expedite approval, several discussions between Entergy and the NRC Staff took place during the week of March 20, 2005. As a result of these discussions, the Staff requested that Entergy submit to the NRC a license condition that would require ANO-2 to maintain the Open Permissive Interlock (OPI) function of the SDC suction isolation valves.

This function is discussed in the aforementioned correspondence. By doing so, approval of the proposed amendment to remove surveillance requirement 4.5.2.d.1 from the TSs, as proposed in our original letter dated July 8, 2004, could be completed in a timely fashion.

Therefore, Entergy is supplementing its previous request with the following proposed license condition:

2CAN030508 Page 2 of 2 Entergy shall maintain the Open Permissive Interlock (OPI) function of the associated Shutdown Cooling System suction motor-operated valves. The OPI function shall serve to prevent inadvertent valve operation when Reactor Coolant System pressure is above 400 psia.

In addition, Entergy hereby commits to submit a request by July 1, 2005 to amend the ANO-2 license to close this license condition. This will be accomplished by either proposing a TS surveillance for the OPI function or by providing technical justification that the function is not required to be addressed in the TSs.

This request is bounded by the original no significant hazards consideration.
