Dear Mr. Stolz:

In our letter of December 20, 1985 (ICAN128503) we submitted changes to our Technical Specifications as a result of a proposed reorganization of our Nuclear Operations Department.

Upon your staff's review of our submittal, changes were requested to our proposed Technical Specifications.

These changes are to reference ANSI /ANS-3.1-1981 in our requirements for Safety Review Committee Membership, add additional detail to the operations organization in Figure 6.2-2, and to further describe the changes in the organization in our description of the amen h request.

Attached is revised Figure 6.2-2, Section 6.5.2.2, and our Description of I

Amendment Request to supplement our submittal of December 20, 1985.

As these changes do not affect the Basis for No Significant Hazards Consideration Determination, a new determination is not required.

This is a f

supplement to a previous submittal still under review, therefore no I

application fee is remitted.

Description of Amendment Request l

This Technical Specification change request is submitted as a result of a

~

proposed reorganization of AP&L's Nuclear Operations Department.

This reorganization change will result in changes to figures 6.2-l'and 6.2-2 as well as the title references in the text of the Technical Specifications.

Changes to Specification 6.5.2.2 will result in referencing the functional descriptions of the personnel required on the SRC rather than the job titles as is now done.

This will reduce the need for future Technical Soecification chaqqes due to minor restructuring of the organization and

Additicnally 3cecification 5.5.2.8 is being changed to be consistent witn the ~ Stancard Tecnnical Speci fication.

One change in the organization that shoula ce noted is the consolidation of the tnree (3) quality organizations at ANC and the general offices in Little Rock.

Tne Director, Site Nuclear Operations is a new position with overall responsibility of the site.

This position is broader'in scope than the previous ANO General Manager position in that it has responsibilities for functions that were outside the scope of the ANO General Manager position.

The more on-line functions of the ANO General Manager will now be acccmplished by two General Managers acting under the direction of the Director, Site Nuclear Operations.

In addition, the Plant Modification Manager and Special Projects Manager also report to the Director, Site Nuclear Operations.

Of the four proposed positions reporting to the Director, Site Nuclear Operations, three are new.

These positions are Plant Modifications Manager, j

General Manager Plant Operations, and General Manager Plant Support.

The Plant Modifications Manager will be responsible for the implementation of i

all ANO construction projects.

The General Manager Plant Operations will combine the management of Operations, Maintenance, and the Work Control Center under one General Manager.

Each of these positions previously reported directly to the ANO General Manager.

F.inally, the General Manager Plant Support will combine the supervision for Engineering, Training, t

Technical Support, and Administration under one individual.

These changes in organization will combine areas of responsibility-that are related and decrease the direct supervision role ~ of tne Director, Site Nuclear Operations.

The position of Engineering & Technical Succort Manager will be divided into t

the positions of Engineering Manager and Tecraicil Support Manager.

They are Reactor Engineering Supervisor ( formerly Nuclear Support Sucervisor), Plant Engineering Superintendent, Operations Experience Assessment Group Superintencent and Engineering Servicas Supervisor. The r

position of Engine.ering Services Supervisor has tne responsibility for' the Inservice Insaection and Fire Protaction functions.
