Arkansas Nuclear One - Units I and 2 Docket Nos. 50-313 and 50-368 License Nos. DPR-51 and NPF-6 Notification of Compliance with the Station Blackout Rule Gentlemen:
In a letter dated November 24,1993 (OCNA119310), the NRC staff requested that Arkansas Nuclear One (ANO) submit a written notification whenever we were in compliance with the station blackout (SBO) rule. This letter is to inform you that we are now in compliance with the SBO rule. As committed previously, the NUMARC 87-00, Part B.12 testing, which is not required to demonstrate operability of the SBO diesel, will be performed during the Unit I outage in the spring of 1995 and the Unit 2 outage during the fall of 1995.
Additionally, per telephone conversation with the NRR Project Manager for ANO, Units 1 and 2, the NRC was informed of a change in our plans with respect to the testing to be performed on the SBO diesel generator in order to demonstrate its operability prior to December 31,1994. In a letter to the NRC dated June 29,1993 (0CAN069302), ANO outlined the tests which would be performed on the SBO diesel. This letter further stated that any significant deviations from these planned tests would be discussed with the Project Manager. Consistent with our commitment to communicate changes to the NRC, we contacted the Project Manager on November 23,1994, to inform him of the change in our testing plans.
Since ANO-2 is scheduled for a mid-cycle outage in early January 1995, we believe it is prudent to delay tying the diesel to the unit's non-safety 4,160 volt bus until the mid-cycle outage. Although the likelihood of causing a plant transient would be very low, delaying the test for a couple of weeks would remove any chance for challenging the plant unnecessarily while at power.
