Dear Sir or Madam:

In accordance with Reference 1, Entergy Operations, Inc. (Entergy) committed to complete bypass re-testing and incorporate results into Arkansas Nuclear One (ANO) calculations related tor Generic Letter (GL) 2004-02 by December 15, 2017. Due to the reasons discussed below, it is necessary to extend this date.

The Pressurized Water Reactor Owners Group (PWROG) has performed a comprehensive in-vessel testing and analysis to provide plant-specific in-vessel fiber limits. The results from the PWROG have been submitted to the NRC as PWROG Topical Report WCAP-17788, Comprehensive Analysis and Test Program for GSI-191 Closure, and are currently under NRC review.

Entergy has completed the large-scale bypass testing for ANO and is currently in the process of incorporating the results into ANO calculations; however, the calculations are being issued with open items pending the results of the final NRC approved version of WCAP-17788. Entergy will incorporate the results from WCAP-17788 into the ANO calculations and update the current licensing basis within six months of NRC approval of WCAP-17788. In addition, ANO will

0CAN111701 Page 2 of 2 complete the insulation replacements, remediation, or model refinements prior to startup from the second refueling outage for each respective unit after NRC approval of WCAP-17788, as necessary. Finally, ANO will submit a final updated supplemental response to support closure of GL 2004-02 within 12 months of NRC approval of WCAP-17788. The NRR Project Manager was informed of this commitment revision on November 14, 2017.

Reference 4 remains valid as supported by References 1, 2, and 3, and the defense-in-depth measures described in Reference 3 continue to remain in place, thus providing a basis for the units safe continued operation in the interim period.
