Dear Sir or Madam:

In accordance with Reference 1 Entergy Operations, Inc. (Entergy) committed to complete bypass re-testing and incorporate results into Arkansas Nuclear One (ANO) calculations to support closure of GL 2004-02 by December 15, 2014. Due to the reasons discussed below, it is necessary to extend this date.

In order to complete bypass re-testing, small-scale testing followed by large-scale testing was planned. The purpose of the small-scale testing is to eliminate variables in order to reduce the amount of the more expensive large-scale testing. The small-scale testing began earlier this year, but during testing it was determined that the test rig had to be completely reconfigured which resulted in a significant delay. The first round of small-scale testing has just recently been completed, and the small-scale test report is expected in late 2014. In addition to this delay, Entergys vendor experienced resource issues due to testing demands from the industry. Also, the Pressurized Water Reactor Owners Group (PWROG) has been performing in-vessel testing to provide plant-specific in-vessel fiber limits. The results of the PWROG testing are currently expected in spring of 2015.

0CAN111402 Page 2 of 2 After small-scale testing is complete the large-scale testing program is planned to commence which is expected to take several months to complete. Subsequent to successful large-scale testing, Entergy still needs to revise the downstream effects calculations. Therefore, an 18-month extension until June 15, 2016, is needed to complete the bypass re-testing and incorporate the results into ANO calculations.

In addition, Reference 2 remains applicable as supplemented by Reference 1. The defense-in-depth measures described in Reference 1 continue to remain in place.

Based on extension of the bypass re-testing completion, two additional commitments from Reference 1 also require revision and are included in the attachment.

This letter contains new regulatory commitments which are identified in the attachment.
