Dear Sir or Madam:

In accordance with 10 CFR 50.4, enclosed is Revision 17 to the Arkansas Nuclear One (ANO) Security Plan and responses to RAls provided by the above reference. These changes have been evaluated in accordance with 10 CFR 50.54(p). It was determined that these changes do not decrease the safeguards effectiveness of the ANO Security Plan; therefore, prior NRC approval is not required. The enclosed material describes current security measures and is considered to be safeguards information as defined by 10 CFR 73.21. The enclosed material should be handled accordingly. The responses to the RAls, Revision 17 description of changes, and Revision 16 10 CFR 50.54(p) evaluation (for additional clarification) are provided in Attachments 1, 2, and 3, respectively, to this letter.
