On January 9,1998, the plant was operating at 100% power with no Limiting Condition for Operation (LCO) in elTect. At approximately 0400 hours0.00463 days <br />0.111 hours <br />6.613757e-4 weeks <br />1.522e-4 months <br />, the on duty Shift Technical Advisor (STA) was permitted to leave site because of a medical emergency in his family prior to the day-shift STA arriving on site. The plant was operated without an STA for one hour and eleven minutes. This resulted in an operational condition prohibited by Tcchnical Specifications (TS) Table 6.21, which requires an STA to be on site when the plant is operating.

Immediate action was taken by calling in the relief STA. As a long L,rm corrective action, the improved 1S, when implemented, will allow a two hour time period for shift personnel to accommodate unexpected absence of crew members.

There was no effect on plant operation or safety throughout the event.

1. DESCRIPTION OF EVENT

On Janua y 9,1998, the plant was operating at 100% power with no Limiting Condition for Operation (LCO) in effcet. At approximately 0400 hours0.00463 days <br />0.111 hours <br />6.613757e-4 weeks <br />1.522e-4 months <br />, the on duty Shin Technical Advisor (STA)infonned the Operations Shin Supervisor (OSS) of a family medical emergency. The OSS immediately called in the day shift STA to scport for duty. After a discussion with the Operations Shin Manager and Operations Supervisor, the OSS released the on.

duty STA because of the medical emergency in his family. The day shin STA arrived on site and assumed duty at 0511 hours0.00591 days <br />0.142 hours <br />8.449074e-4 weeks <br />1.944355e-4 months <br />. The plant was operated at full power without an STA on site for one hour and eleven minutes.

This resulted in an operational condition prohibited by the Technical Speellications (TS). Table 6.2 1 of the TS requires an STA to be on site during conditions other than Cold Shutdown or Refuel Mode.

II. CAUSE OF EVENT

The cause of this event was an unexpected family medical emergency.

Ill. ANALYSIS OF EVENTt i

Although the TS requirements for a minimum shin crew composition were not met, the concern at that time was the medical emergency in the STA's family. The OSS was aware of the TS requirements and the need to provide full compliance. The plant was operated without an STA for one hour and cleven minutes; however, immediate action was taken by calling in the day-shin STA. The shin crew composition was restored to within. a TS requirements in one hour and eleven minutes. There was no effect on plant operation or safety throughout the event.

IV. CORRECTIVE ACTIONS

As stated above,immediate action was taken by calling in the day shin STA. As a long term corrective action, the improved Technical Specifications, wnen implemented, will allow a two hour time period for sh:R personnel to accommodate unexpected absence of crew members due to medical circumstances.

A review of the Licensee Event Reports since 1984 did not identify any similar reports related to violation of the TS minimum requirements for shin crew composition.
