10 CFR 74.19 (c), Recordkeeping, states, in part that, each licensee who is authorized to possess
special nuclear material (
SNM), shall conduct a physical inventory of all
SNM in its possession, under license, at intervals not to exceed 12 months. Contrary to this, on May 22, 2015, Exelon identified that the 2014
SNM inventory had not been completed by the end of August 2014, as was required since the 2013
SNM inventory was completed in August 2013. The 2014
SNM inventory was started on August 26, 2014, and was completed on October 6, 2014. Exelon subsequently self-identified that inventories of nine locations had exceeded 12 months although all
SNM was accounted for by October 6, 2014. The inspectors determined that this finding was of very low safety significance (Green), because the finding did not represent an actual loss of
SNM and the performance of an inventory in June 2015, as part of the corrective actions, was completed satisfactorily. The inspectors determined that Exelon correctly evaluated the finding and developed appropriate corrective action as documented in Exelons
