| Description | 10 CFR 50, Appendix B, Criterion III, Design Control, requires, in part, that measures shall be established to assure that applicable regulatory requirements and design basis for those SSCs to which this appendix applies are correctly translated into specific drawings, procedures, and instructions. Contrary to this requirement, the licensee failed to control the design of the facility to prevent two separate operational vulnerabilities to the Division II essential service water system from HELB related events. The finding was determined to be of very low safety significance primarily because the issue was determined to not result in the loss of the safety function for essential service water |
