Description

Technical Specification 3.1.1a, Shutdown Margin, requires, in part, that the reactor shutdown margin be greater than or equal to 0.38 percent delta k/k at all times with the analytically determined highest worth rod fully withdrawn. Contrary to this requirement, the licensees re-evaluation of shutdown margin for the most limiting point during the End-of-Cycle 23 core alterations was -0.86delta k/k, assuming control rod 38-15 had been fully withdrawn. This issue was documented in the licensees corrective action program as CAP 01159084. The finding did not meet the criteria of Checklist 7, BWR Refueling Operations with RCS Level > 23 feet, for requiring a Phase 2 or Phase 3 SDP and, as a result, screened to be of very low safety significance (Green)
