Letter from EGC to NRC, "Licensee Event Report 237/2018-001-00, Non-Conformances to Design for Tornado Missile Protection," dated April 13, 2018 On April 13, 2018, Exelon Generation Company, LLC (EGC) submitted Licensee Event Report (LER) 237/2018-001-00 relating to non-conformances in the tornado missile protection design of Dresden Nuclear Power Station (DNPS), Units 2 and 3. Consistent with NRC Enforcement Guidance Memorandum 2015-002, "Enforcement Discretion For Tornado-Generated Missile Protection Noncompliance," all three Emergency Diesel Generators (EDGs) were declared inoperable since, based on examples referenced in NRC guidance at that time, they were not considered to be adequately protected from tornado-generated missiles. This declaration resulted in the need to submit the subject LER.

A letter from H. K. Nieh (NRC) to J. L. Uhle (Nuclear Energy Institute), "Timely Resolution of Issues Related to Tornado-Missile Protection," dated February 28, 2019, prompted a review of the licensing and design basis for tornado-missile protection. This review resulted in a determination that the current design of all the three EDGs and the EDGs Main Fuel Oil Storage Tanks Vents is consistent with the licensing basis for DNPS, Units 2 and 3.

Thus, there was no non-conformance of the DNPS, Units 2 and 3 tornado missile protection design, and the EDGs were operable at the time LER 237/2018-001-00 was submitted.

Therefore, LER 237/2018-001 is hereby canceled (i.e., formally withdrawn).

In addition, the Updated Final Safety Analysis Report (UFSAR) has been revised to remove ambiguity and to clarify the licensing basis related to externally generated tornado-missile protection.
