COMSECY-21-0014: Access Authorization Fees Approved X Disapproved Abstain Not Participating COMMENTS: Below X Attached None I approve the staffs recommendation to proceed with a direct final rule to update the fees NRC charges to licensees to process access authorization requests. Based on a September 2019 internal audit, this update is necessary to ensure that the fees are sufficient to cover the agencys actual costs. The current fees were last adjusted in 2012. Since that time, revised federal investigative criteria have increased the scope and cost of background investigations. I also support including the administrative changes related to new naming conventions for background investigations and the use of the e-QIP system in the direct final rule. I agree that signature authority for this rulemaking should be delegated to the Executive Director for Operations.
