ENS 546881 May 2020 16:53:0010 CFR 50.72(a)(1)(i), Emergency Class DeclarationNotification of Unusual Event Due to Fire in Non-Safety Related Electrical Switchgear

At approximately 1238 EDT on May 1, 2020, an alarm indicated smoke on a non-safety related electrical switchgear bus in the turbine building. Plant personnel were dispatched to investigate. Smoke and heat were found coming from the bus. At 1253 EDT, a Notification of Unusual Event was declared. At 1308 EDT the fire was declared out and fire watches posted. Offsite assistance was requested during the event and the Jenkinsville, SC fire department responded to the site. There were no plant personnel injuries or impact to the health and safety of the public. The cause of this event is unknown at the present time. The electrical bus has been de-energized. The unit is currently in a planned refueling outage. The licensee notified the NRC Resident Inspector. Notified DHS SWO, FEMA Operations Center, CISA IOCC, FEMA NWC (email), DHS Nuclear SSA (email), and FEMA NRCC SASC (email).

The Notification of Unusual Event was terminated at 1737 EDT on May 1, 2020. The cause of the event is currently being investigated. The licensee will notify the NRC Resident Inspector. Notified R2DO (Miller). NRR EO (Miller), IRD MOC (Grant). Additionally, notified DHS SWO, FEMA Operations Center, CISA IOCC, FEMA NWC (email), DHS Nuclear SSA (email), and FEMA NRCC SASC (email).

ENS 511357 June 2015 09:25:0010 CFR 50.72(a)(1)(i), Emergency Class DeclarationNotice of Unusual Event for Security Condition Due to Non-Hostile Action

An individual approached the protected area and grabbed the fence. Local law enforcement assistance has been requested. The Security Team leader does not consider this to be hostile. An emergency declaration was made based on HU4.1, for a security condition that does not involve a hostile action. The licensee notified state and local agencies and informed the NRC Resident Inspector. Notified DHS SWO, FEMA Ops Center, NICC Watch Officer, and FEMA NWC and NuclearSSA via email.

The individual was taken into custody without incident. Notified R2DO (Rose), NRR EO (Morris), and IRD (GOTT). Notified DHS SWO, FEMA OPS Center, DHS NICC Watch Officer, and Nuclear SSA via email.

Update to correct description of where the individual was apprehended.

An individual approached the outside of the administrative fence near the circulating water intake structure. Local law enforcement assistance was requested. The Security Team Leader does not consider this to be hostile.

This declaration was made based on HU 4.1, a security condition that does not involve Hostile Action.

The NRC Resident Inspector has been notified. Notified the R2DO (Rose).

ENS 4983115 February 2014 03:45:0010 CFR 50.72(a)(1)(i), Emergency Class DeclarationNotice of Unusual Event Due to Earthquake Felt Onsite

An earthquake was felt in the control room at Virgil C. Summer Nuclear Station Unit 1 (VCSNS) at approximately 2223. The earthquake was confirmed with USGS at 2240. An unusual event in accordance with the emergency plan was declared at 2245 and NRC was notified at (2308 EST) via ENS per 10 CFR 50.72(a)(1)(i). The plant is stable and continues to operate at 100% power. The licensee has completed preliminary building walkdown inspections with no damage noted. There were no injuries. The licensee notified the NRC Resident Inspector.

(V.C. Summer Nuclear Station) VCSNS has terminated the (Unusual) Event after walkdowns of the plant were satisfactorily completed and no aftershocks were felt. An update to ENS has also been made. The event was terminated at 1045 (EST) on 2/15/2014. The plant continues to operate at 100% power and the licensee has notified the NRC Resident Inspector. Notified R2RA (McCree), R2DO (Guthrie), NRR EO (Monninger), NRR (Uhle), IRD (Grant), DHS SWO, FEMA Ops, DHS NICC, and NuclearSSA via email.

ENS 480778 July 2012 16:02:0010 CFR 50.72(a)(1)(i), Emergency Class DeclarationUnusual Event Declared for a Fire Alarm in the Reactor Building

VC Summer operators declared an Unusual Event due to one fire detector being in alarm inside the reactor building 'B' steam generator cubicle. There are no other fire detectors in alarm nor are there any elevated containment temperatures. The licensee is making preparations to enter the reactor building to investigate. The reactor continues to operate at 100% power. The licensee contacted the NRC Resident Inspector.

On 7/8/2012 at 1202 EDT, an Unusual Event was declared. The event was (declared based on) HU 2.1 'Fire within the Protected Area not extinguished within 15 minutes of detection' and was based on a single smoke detector alarm in the Reactor Building. There were no other indications of a fire. The NRC was initially notified at 1230 EDT. At 1542 personnel entered the Reactor Building and verified that no fire had occurred. A faulty smoke detector is suspected. At 1634 the Unusual Event was terminated. The smoke detector was declared inoperable. The licensee notified the NRC Resident Inspector. Notified the IRD (Marshall), R2DO (Bonser), NRR (McGinty), DHS SWO, FEMA, and DHS NICC.

ENS 4551522 November 2009 21:00:0010 CFR 50.72(a)(1)(i), Emergency Class DeclarationFire in the 1A Switchgear Room

The licensee declared a Notice of Unusual Event (NOUE) condition onsite per Emergency Action Level HU2.1 'Fire within the Protected Area not extinguished within 15 min. of detection or explosion within the Protected Area.' The fire is in the (non-safety) 1A 7.2 kV switchgear room. Both Engineered Safety Features buses are being supplied by offsite power. The plant remains shutdown and stable in mode 5. Offsite assistance was called to fight the fire. The licensee confirmed the fire as extinguished at 1640 EST and is monitoring the area. The licensee notified the NRC Resident Inspector.

The licensee terminated the NOUE at 1855 EST. Upon inspection of the area the licensee noted that 3 areas of non-safety switchgear were affected. Offsite assistance was used in fighting the fires and has since been released. Notified R2DO (Bartley), NRR EO (Lee), IRD (McDermott), DHS (Vestal), and FEMA (Burckhardt).

ENS 4194625 August 2005 15:41:0010 CFR 50.72(a)(1)(i), Emergency Class DeclarationUnusual Event Declared Due to Fire in Protected Area

At 1125 on 8/25/05, the 'B' condensate pump tripped. Upon investigation, the turbine building operator noticed smoke coming from the pump motor. There was no visible flame at this time. In response, the 'A' condensate pump was started. Due to a suspected malfunction of the 'A' condensate pump discharge valve, a low water level condition developed in the deaerator storage tank. The order was then given to manually trip the reactor. However, before the operator could complete this action, the low level condition automatically tripped the feedwater pumps and the main turbine which by design tripped the reactor at 1133. A Notification of Unusual Event (NUE) was declared at 1141 due to a fire in the protected area lasting for more than 15 minutes. The fire was initially extinguished at 1200. Subsequently, a small flame was noted within the pump motor housing upon removal of an inspection cover at 1253. The fire was ultimately extinguished at 1317. The plant is currently stable in mode 3. According to current indications, all safety systems operated as required. The fire was fully contained within the pump motor housing and did not cause any collateral damage. No radioactivity was released to the environment and there were no injuries. The licensee requested offsite assistance from the Fairfield Fire Department. All control rods fully inserted from the automatic trip. Decay heat was being removed via emergency feedwater into the steam generators through the steam dumps into the main condenser. Normal offsite power was available and electrical power was in normal alignment. The licensee notified the NRC Resident Inspector. The licensee notified state and local government agencies.

At 1327 the licensee terminated the Unusual Event. The licensee was continuing to investigate the cause of the automatic reactor trip and the fire. Notified R2DO (D. Ayers), NRR EO (I. Jung), IRD Manager (P. Wilson), FEMA (K. Sweetser), and DHS (Krause).

ENS 416654 May 2005 18:10:0010 CFR 50.72(a)(1)(i), Emergency Class DeclarationUnusual Event Declared Due to a Fire Lasting More than 15 MinutesAt 1432 on May 4, 2005, V.C Summer declared a Notification of Unusual Event (NUE) due to a small fire in the reactor building that lasted for more than 15 minutes inside the protected area of the plant. The reactor was defueled at the time. There were no injuries, radiological conditions remained unchanged, and no safety related equipment was affected. Personal were not required to evacuate the building and the fire brigade was not activated. The resident NRC inspector and all appropriate state and local officials were notified. There was no radiological release. Details are as follows: At 1410, a health physics technician noticed smoke in the refueling cavity. Upon investigation, it was noted that a temporary lighting power cord had electrically shorted. The power source was isolated at 1420. The electrical short had ignited a small patch of strippable coating that was applied to the cavity floor for contamination control. The resulting flames were extinguished with demineralized water at 1430. A NUE was declared at 1432 in accordance with licensee procedure EPP-001, Activation and Implementation of Emergency Plan. The area was monitored to ensure that there were no further issues and the NUE was downgraded at 1517.
