Office of Nuclear Reactor Regulation (NRR)

Items of Interest Week Ending MAY 28, 2021 NRC Held Meeting with Framatome on a High Burnup Topical Report On May 25, 2021, the NRC staff held a meeting (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21145A253 and ML21141A235) with Framatome to discuss its planned topical report supporting high burnup fuel. The topics discussed included the proposed radiological assessment approach, the intended contents of the report, and next steps. Framatome intends to have further interactions with NRC as they develop their topical report.

NRC Cancelled Beyond-Design-Basis Commitments for Indian Point Energy Center On May 26, 2021, the NRC staff responded to and acknowledged the cancellation of certain regulatory commitments from Entergy Nuclear Operations, Inc. (Entergy) related to the post-Fukushima flooding and seismic hazard reevaluations for Indian Point (ADAMS Accession No. ML21132A200 and ML21132A201). With the permanent shutdown of Indian Point and cancellation of these commitments, Entergys response to the NRCs March 12, 2012, Request for Information for Indian Point (ADAMS Accession No. ML12053A340), is complete and no additional regulatory actions are needed. This completes the post-Fukushima lessons-learned activities for Indian Point.

NRC Held Periodic Advanced Reactor Stakeholder Meeting On May 27, 2021, the NRC staff held a public webinar (ADAMS Accession No. ML21134A182) with over 150 stakeholders on regulatory improvements to support the licensing of advanced reactors. Topics included the availability of ASME Section III Division 5 Design Tool Software, revisions to the NRCs pre-application engagement white paper, advanced reactor construction inspection and oversight framework, export control licensing, graded probabilistic risk assessment (PRA) approach for advanced reactors, and draft Licensing Modernization Project (LMP)-based Technical Specification guidance in support of the advanced reactor content of application project (ARCAP). This meeting was in support of Strategy 3 (regulatory framework),

Strategy 4 (codes and standards), and Strategy 5 (resolution of policy issues) of the advanced reactor Implementation Action Plans.

Office of Nuclear Material Safety and Safeguards (NMSS)

Items of Interest Week Ending MAY 28, 2021 NRC Participated in Community Engagement Board Meeting on License Renewal Application On May 26, 2021, the NRC staff presented the status of NRCs safety and environmental review of Westinghouses license renewal application for its Columbia Fuel Fabrication Facility (CFFF) at the quarterly meeting of its Community Engagement Board (CEB). The CEB was established by Westinghouse and is composed of local and regional leaders from various organizations that have an interest in the CFFF. The purpose of the CEB meeting was for CFFF to provide the status and plans for site clean-up and environmental monitoring that are part of its consent agreement with the State of South Carolina. This was NRCs first time as a participant and is part of the staffs continuing public outreach efforts.

NMSS Staff Hosted a Government-to-Government Meeting on Materials Event Response On May 26, 2021, staff from the NRC and the Organization of Agreement States hosted a government-to-government meeting on materials event response. Topics discussed included perspectives on two exposure events in Agreement States; perspectives on receiving Agreement State events; the availability of dose calculation tools and resources at the NRC; lessons learned; and optimizing State-NRC interactions. The meeting was attended by approximately 150 NRC and Agreement State staff.

List of Approved Spent Fuel Storage Casks: Holtec International HI-STORM 100 Cask System; Certificate of Compliance No. 1014, Amendment No. 15; Direct Final Rule; Confirmation of Effective Date;10 CFR Part 72 [NRC-2020-0257; RIN 3150-AK53]

On May 26, 2021, the NRC published a notice in the Federal Register (86 FR 28237) confirming the effective date of June 14, 2021, for the direct final rule that was published in the Federal Register on March 29, 2021 (86 FR 16291). This direct final rule amended the NRCs spent fuel storage regulations by revising the Holtec International HI-STORM 100 Cask System listing within the List of approved spent fuel storage casks to include Amendment No. 15 to Certificate of Compliance No. 1014. Amendment No. 15 amends the certificate of compliance to add a new overpack and a new transfer cask, revise allowed content for storage, and make other changes to the storage system. The effective date of June 14, 2021, for the direct final rule published March 28, 2021, is confirmed.

The purpose of this contract is to provide Palo Alto hardware, support and subscriptions to support initiatives in the cloud and NRCs Continuity of Operations Plan site. The period of performance is from October 1, 2021 through September 30, 2023 with no option periods. The total potential value of the contract can be up to $785,185.62.
