Items of Interest Week Ending APRIL 16, 2021 NRC Held Public Webinar on Improvements to Support Licensing of Advanced Reactors On April 15, 2021, the NRC staff held a public webinar with 200 stakeholders on regulatory improvements to support licensing of advanced reactors. Topics included: (1) a walkthrough of the new advanced reactor public website; (2) annual fees for non-light-water reactors; (3) environmental topics, including the proposed rulemaking to update Part 51 (SECY-21-0001, Agencywide Documents Access and Management System (ADAMS) Accession No. ML20212L393), the proposed rulemaking to amend categorical exclusions (SECY-20-0065, ADAMS Accession No. ML20021A158), and the advanced reactor generic environmental impact statement rulemaking; (4) site reuse deployment guidance for advanced reactors; and (5) risk-informed seismic design and seismic isolation guidance. This meeting was in support of Strategy 3 (regulatory framework) and Strategy 5 (resolution of policy issues) of the advanced reactor Implementation Action Plans.

Items of Interest Week Ending APRIL 16, 2021 NRC Met with Professional Societies on Rulemaking for Rubidium-82 Generators On April 12, 2021, the NRC staff met with representatives from the American College of Radiology, American Society for Radiation Oncology, Society of Nuclear Medicine and Molecular Imaging, and American Association of Physicists in Medicine during a drop-in meeting on SECY-21-0013, Rulemaking Plan to Establish Requirements for Rubidium-82 Generators and Emerging Medical Technologies (EMTs) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20261H562). The professional societies asked what the staff envisioned for performance-based regulations for EMTs, how professional standards could be incorporated into new regulations for EMTs, and how the NRC would obtain early stakeholder input on specific preliminary regulatory ideas for the rulemaking.
NRC Issued Exemption for Duane Arnold Energy Center On April 13, 2021, the NRC staff issued exemptions from specific emergency planning (EP) requirements in 10 CFR 50.47, Emergency plans, and Part 50, Appendix E, Emergency Planning and Preparedness for Production and Utilization Facilities, for the Duane Arnold Energy Center (DAEC), which permanently ceased operation in August 2020. The EP exemptions were coordinated with the State of Iowa and allow DAEC to reduce the site emergency plan to an onsite all hazards emergency approach. The Commission authorized the staff to grant the requested exemptions on February 11 (SRM to SECY-21-0006, Request by Nextera Energy Duane Arnold, LLC for Exemptions from Certain Emergency Planning Requirements for the Duane Arnold Energy Center, ADAMS Accession No. ML21042A030).
NRC Completed Technical Review for Renewal of Spent Fuel Storage System Certificate of Compliance On April 13, 2021, the NRC staff completed the technical review for the renewal of the Certificate of Compliance No. 1029 for the Standardized Advanced NUHOMS Horizontal Modular Storage System. As a result of the staff review, the renewed certificate includes implementation of an acceptable aging management program that meets regulatory requirements to ensure that important-to-safety structures, systems, and components will continue to perform their intended functions during the extended storage period authorized by the renewal. The completion of the technical review will be followed by a rulemaking. This system is currently used to store spent nuclear fuel at the San Onofre Nuclear Generating Station.

NRC Hosted Workshop on the Licensing Framework for Spent Nuclear Fuel On April 13, 2021, the NRC staff hosted a workshop with the Nuclear Energy Institute (NEI) and industry representatives to discuss specific recommendations provided by NEI to enhance the licensing framework for spent nuclear fuel dry storage systems (ADAMS Accession No. ML21090A277). The topics included discussions on criticality recommendations, discussions regarding the graded approach to streamline the format and content of storage certificates of compliance, discussions on the next steps for risk-informing technical reviews, discussions on the method of evaluation approach to shielding analyses, and discussions on the status and next steps for the evaluation of thermal regulatory limits.
NRC Participated in Workshop on Advanced Reactor Safeguards and Security On April 13-15, 2021, the NRC staff participated in a Workshop on Advanced Reactor Safeguards and Security, sponsored by the Department of Energy (DOE) Gateway for Accelerated Innovation in Nuclear (GAIN) program, the Nuclear Energy Institute, and the Electric Power Research Institute. The workshop included presentations by DOE/GAIN-supported researchers from the National Laboratories on technical and conceptual topics for advanced reactor material control and accounting, physical security and related areas, along with discussion from advanced reactor developers. NRC staff engaged in discussions with the GAIN-supported investigators on how their work could help inform potential NRC regulatory approaches in these areas.
