RESPONSE TO THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS REPORT ON THE SAFETY ASPECTS OF THE LICENSE RENEWAL APPLICATION FOR SEABROOK STATION, UNIT 1

Dear Dr. Riccardella:

During the 659th meeting of the Advisory Committee on Reactor Safeguards (the Committee) held on December 6-7, 2018, the Committee completed its review of the license renewal application for Seabrook Station, Unit 1 (Seabrook). The Committee also reviewed the U.S. Nuclear Regulatory Commission (NRC) staffs associated final safety evaluation report for this application.

In the Committees report dated December 19, 2018, the Committee agreed with the NRC staff that there are no open license renewal issues that would preclude the NRC from issuing the renewed Seabrook operating license. The Committee also concluded that the programs NextEra Energy Seabrook, LLC (NextEra) established and committed to provide reasonable assurance that NextEra can operate Seabrook in accordance with its licensing basis for the period of extended operation without undue risk to the health and safety of the public. As such, the Committee stated that the NRC should approve the Seabrook license renewal application.

The NRC staff appreciates the Committees independent, objective, and in-depth review of both the Seabrook license renewal application and the staffs final safety evaluation report. The NRC staff recognizes and appreciates the Committees commitment to safety and the Committees role in the license renewal process.
