Enclosed is the five-year resubmission of the Omaha Public Power District (OPPD)- Fort Calhoun Station (FCS), Unit 1 Certification Pertaining to Foreign Interests. During the generation of this submittal it was identified that the 2013 submittal for Foreign Ownership, Control or Influence (FOCI) had not been submitted to the NRC. The discrepancy has been entered into the stations corrective action program. This submission is made for a determination that the degree and extent of FOCI over OPPD does not pose an undue risk to the national security. Supporting documentation is provided in the Enclosures to this letter.

OPPD is a public corporation and political subdivision of the State of Nebraska. Accordingly, many of the typical corporate documents requested by the Commission do not apply. OPPD is governed by a publically-elected Board of Directors, all of whom must be resident voters within the OPPD service territory and, thus the citizens of the United States.

The Enclosures with this letter consist of the following:

1. OPPD's list of owners, officers, directors, and executive personnel (OODEP's).
2. OPPD's completed certificate pertaining to foreign interests (SF 328), with relevant ATIACHMENT 1 & 2 CONTAIN PERSONAL PRIVATE INFORMATION NOT FOR PUBLIC DISCLOSURE When separated from the attached documents this cover letter is uncontrolled.
