The inspection was an examination of the activities conducted under your license as they relate to radiation safety and to compliance with the Nuclear Regulatory Commission (NRC) rules and regulations and the conditions of your license. The inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector. The inspection findings are as follows :

On October 22, 2019, I performed an unannounced inspection of Northwest Inspection's activities conducted under the NRC General License in 10 CFR 150.20, Recognition of Agreement State licenses. The inspection was conducted at the Clearwater Paper Corporation facilities in Lewiston, Idaho. As previously discussed with you, based on the inspection observations and a review of records provided following the inspection, it was identified there was a discrepancy in Northwest Inspection's procedures which likely contributed to your staff having a misunderstanding of certain regulatory requirements related to the security of licensed materials. I appreciate your cooperation in addressing that issue by enhancing the clarity and consistency of your procedures and by providing commensurate refresher training to your staff.

Attached is a copy of the Inspection Report NRC Form 591M for your records. It indicates that based on the inspection, no violations were identified. No response to the Inspection Report is required, however, I would appreciate it if you can please respond with a courtesy email acknowledging receip Please contact me if you have any questions.
