All NMPNS conducted on-site drug screening using Syva ETS instrumentation until November 30, 2008. While conducting on-site testing, NMPNS did NOT "temporarily suspend" individuals under the provisions of §26.24(d).
Starting December 1, 2008, all samples collected to comply with 10 CFR 26 were sent directly to a laboratory certified by Health and Human Service (HHS).To monitor our accuracy and integrity, NMPNS participated in proficiency testing provided by the College of American Pathologists (CAP).2 of 3 ENCLOSURE FITNESS FOR DUTY PROGRAM PERFORMANCE DATA REPORT Situation Descriptions, Management Actions, and NRC Reportable Events July 1- December 31, 2008 A. Situation Descriptions
- 1. Three (3) Contractors were confirmed positive for Alcohol as a result of Pre-access drug and alcohol tests.2. Two (2) Contractors were confirmed positive for Marijuana as a result of Pre-access drug and alcohol tests.3. One (1) Employee was confirmed positive for Marijuana as a result of a Follow-up drug and alcohol test.B. Management Actions (in Response to Situation Descriptions)
The following actions were taken by management as a result of the above situation descriptions:
- 1. Unescorted Access was immediately administratively withdrawn and/or denied.2. Substance Abuse Referrals:
All individuals were encouraged to obtain a substance abuse evaluation to determine proper treatment and rehabilitation.
Employee Assistance Program was provided for the employee.3. Review of work was performed to determine if there was any impact on quality and safety. No impacts on quality and safety were identified by supervision.
C. NRC Reportable Events (Per 10 CFR Part 26.73 or 10 CFR 26.719)There were no events during this performance data period that were determined to be reportable per §26.73 or §26.719.3 of 3
