Response to NRC Regulatory
Issue Summary 2010-01 On February 3, 2010, NRC issued NRC Regulatory
Issue Summary (RIS) 2010-01, "Process for Scheduling
Acceptance
Reviews of New Reactor Licensing
Applications
and Process for Determining
Budget Needs for Fiscal Year 2012." The NRC stated that the intent of the RIS was to provide the NRC with information
to assist in determining
fiscal year (FY) 2012 (October 1, 2011, to September
30, 2012) resource and budget needs with respect to future construction-related
activities
and other anticipated
10 CFR Part 52 licensing
actions. The following
TVA response addresses
anticipated
licensing actions for a Small Modular Reactor (SMR) that will likely impact NRC resource and budget needs.Small Modular Reactor Activities
TVA plans to develop and submit letters addressing
Key Licensing
Assumptions
and a detailed Regulatory
Framework
for one or more SMR modules. The detailed regulatory
framework
would identify the regulatory
requirements
applicable
to licensing
an SMR. Related activities
are anticipated
to occur during FY2011 and continue through FY2012 with the anticipated
submittal
of a construction
permit application
in the fourth quarter of FY2012.While the intent of the RIS is associated
with anticipated
10 CFR Part 52 licensing actions, TVA is evaluating
performing
the SMR licensing
activities
using the 10 CFR Part 50 licensing
process. Use of the 10 CFR Part 50 process would not affect the above described
timeframes.
The activities
described
in this response do not represent
plans to construct
an SMR. TVA has not yet made a decision to construct
an SMR. TVA will notify NRC of any changes to the above descriptions.
