Tony Fallin CC: Judge Alex Karlin S ally Jewell, Sec., US-DOl, et al., Pacific Gas and Electri c (PG&E) inCA has announced th at it will submit its final report on a 3-D seismic smvey of the a ctive Shoreline Fault th at bounds Dia Q.lo Ca ey uclear (DCNPP to the Nuclear Regulatory C ommission (NRC) in Aug. 2013 and to the general publi c in No vember 2013. The c ontroversial nuclear facility has long been considered by many t o be a clear and present d anger not only to communities immediately downwind f rom it (e.g., Morro Bay , San L uis Obispo, Atascadero) but to US-DOl administered lan ds like Los Padres National F orest, Santa Lucia WildernessiMachesna Mountain Wild erness. Since PG&E has a 50-year history of down-playing and misrepresenting flmlt and earthquake dangers around its nuclear facilities, while also convincing pro-nuclear NRC Review Boards to overlook th eir own rules precluding plant construction over or besid e active faults , I recommend strongly that their self-serving report NOT be taken as the final w ord on anything. A re view of PG&E status reports on the Shoreline Fault surv ey alre ady suggests that a n umber of things are not mentioned, including:

1) DCNP P is loc ated on the splintering m argin of a rising microplate in a stressed, dog-leg sectio n of an act ive fault system that stretches more than 1500 miles from the southern tip of Baja thro ugh California on both sides of the Sierra Nevada to southern Oregon and that is being driven by Pacific Plate drag to the northwest;
2) that a sole fault runs under DCN PP at 1 O+km depths similar to o ther sole faults that have generated large quakes in other parts o f the San Andreas Sy stem (e.g., Loma Prieta, San Fernan do Valley), collaps ing and twisting re-enforced fr eeways like spaghetti;
3) tsunami-producing, rift basins produc ed by transtensional (rather than transpressional)

Pacific Plate drag lie just off shore fr om DCNPP; 4) the mega-tsunami generating potential of the active , Hilina slu mp bl ock on Hawaii; and 5) salt air corrosion , plus structural fatigue from repeated seis mic jo lts and irradiation over Justice FOHEVE H I...
