Above ground use at NPS is against ASME code, insurance codes and any other fire safety codes. Above ground it is a major risk because it will melt and fail in the event of a fire. Underground makes for connection issues with above ground metal pipes. What will you cool the reactor with when the pipes fail? Your own document says that they will fail in a fire. This is for "essential service water system". The name says it all. The river is 5 miles away!You can't pretend a fire won't happen, as you do, when they have become routine at Nuclear power stations around the world. Some US nuclear power stations have recently had fire wall hole issues too. This HDPE also creates a toxic smoke which might make nuclear workers pass out. Toxic plastic on cables is not an excuse.They should be covered with metal. Two wrongs don't make a right! No electricity and no water? Then what?Out of control meltdown, which can seriously impact areas up to 2,000 miles away, as Chernobyl did and for generations
