Inaccordance withtheinitialrecommendation ofNUREG0578,Section2.1.2aslaterclarified byNUREG0737,ItemII.D.landrevisedSeptember 29,1981,eachPressurized WaterReactor(PWR)UtilityonorbeforeApril1,1982wastosubmitinformation relativetothepressurizer safetyandreliefvalvesinuseattheirplant.Specifically thissubmittal shouldincludeapreliminary evaluation supported bytestresultswhichdemonstrates thecapability ofthereliefandsafetyvalvestooperateunderexpectedoperating andaccidentconditions.
Thisletterreferences reportsprovidedtoyoubythePWRSafetyandReliefValveTestProgramSubcommittee andprovidesadditional information applicable totheGinnaPlant.Rochester GasandElectricCorporation hasactivelypursuedresolution ofthisissuethroughdirect.participation intheElectricPowerResearchInstitute (EPRI)valvetestprogram.Theprimaryobjective oftheTestProgramwastoprovidefullscaletestdataconfirming thefunctionability oftheprimarysystempoweroperatedreliefvalvesandsafetyvalvesforexpectedoperating andaccidentconditions.
Thesecondobjective oftheprogramwastoobtainsufficient pipingthermalhydraulic loaddatatopermitconfirmation ofmodelswhichmaybeutilizedforplantuniqueanalysisofsafetyandreliefvalvedischarge pipingsystems.Reliefvalvetestswerecompleted inAugust1981,.andsafetyvalvetestswerecompleted inDecember1981.ThereportspreparedfortheEPRITestProgramandreferenced inthissubmittal included:

-CrosbyValveandGageModelNo.-HB-BP-86Size-4K26AssemblyNo.-51249Quantity-2ThesevalveshavenotbeentestedbyEPRI.Howeversafetyvalvessimilarindesignandoperation havebeentestedinatestconfiguration similartothatoftheactualpressurizer configuration attheplant.Justification thatthevalvestestedenvelopethosevalvesatGinnaisgivenintheValveJustification Report,EPRIReport(1).Justification thatthefluidconditions forthetestsenvelopetheactualplantconditions ispresented inEPRIReport(3).Thesafetyvalveshavebeenshowntoopenandclose.Certainareasofsystemperformance arestillundergoing review,specifically addressing theinletpiping,outletpipingandthevalves.TheRochester GasandElectricCorporation isactivelyinvolvedwiththeWestinghouse OwnersGroupprogramandhasadditionally contracted Westinghouse toevaluatethespecificGinnasystem,including downstream piping.AllrelevantEPRIresultswillbeemployedintheevaluation.
Clarification ofconcernsandtheirimpactonplantperformance isexpectedpriortotheJuly1,1982information submittal date.Ourpreliminary evaluation oftheEPRIworkisthatthevalvestestedrepresent theGinnasafetyandreliefvalvedesignsandthattheconditions testedenvelopetherangeofexpectedoperating andaccidentconditions fortheGinnaPlant-TheEPRIreportsprovidetheevidencerequiredbyNUREG0737,ItemII.D.l.Awhichwillbeusedtoperformthefinalplantspecificevaluations.
TheSeptember 29,1981USNRCletterrequested thatplantspecificfinalevaluations besubmitted byJuly1,1982'nordertomeetthatdate,evaluations havebeeninitiated.
Depending ontheoutcomeoftheevaluations itmaybenecessary tocontinuetheevaluation beyondJuly1,1982-Ifalongerevaluation periodisrequired, youwillbenotified.
