OncethePhaseIsprinkler systemisinstalled andPhaseII(Expansion Anchor)installation begins,SQP-99willreplacethevendor'sQAmanual.TheaboveQualityAssurance programwillensurethatthePhaseIsprinkler systemwillbeinstalled pertherequirements ofNFPA13.

~~ATTACHMENT 3JUSTIFICATION FORINTERIMOPERATION WITHNON-SEISMIC RABSPRINKLER SYSTEMSFiresuppression systemsarebeinginstalled intheRABtomeetAppendixRIII.G.2requirements regarding separation/enclosure ofcablesandequipment insafeshutdownareas.Agreements astothelocationofthesesprinkler systemswerefinalized inthesecondquarterof1982.Althoughdesign,procurement andinstallation ofthesesystemsisbeingaccomplished onanaccelerated

schedule, detailedinstallation schedules havebeenthesubjectofseveraldiscussions withNRCinlate1982andearly1983.OnJanuary27,1983,FP&LandNRCagreedthatinstallation ofthesprinkler systemswouldproceedsuchthatalloperablesprinklers areinplace..priorto achieving fivepercentpower;althoughinstallation oftheseismicsupportandrestraints willbeinitiated assoonasdesigns/fabrications arecomplete.

Thefinalseismicrestraints willbecompleted bythirdquarter1983(October, 1983forelevation 28.5').Justification foroperation pendingcompletion ofseismically restraining theseoperablesprinkler systemsisgivenbelow:1Thestrongest earthquake feltintheStateofFloridaduringthe200yearsofhistoricrecordwasthe1886Charleston, SouthCarolinaearth-quake,centeredabout380milestothenorth.Itwasprobablyfeltatthesiteasanintensity IV-VModifiedMercalli(MM)event.Analysestodetermine themaximumsurfaceacceleration resulting fromanintensity VIMMearthquake occurring adjacenttothesiteresultedinaconservative valueof0.05g.IdeallythiswouldbethemaximumSafeShutdownEarth-quake(SSE)surfaceacceleration definedfortheSt.Luciesite(sincenoneofthethreeconditions relatingtoselection oftheSSE,per10CFR100AppendixASectionV.(a)(1)(i)-(iii),areconsidered applicable; seeFSARSubsection 2.5.2).However,theNRCStandardReviewPlan,Section2.5.2,statesthattheSSEseismicdesignacceleration shouldbeat,leastasconservative asthe1975TrifunacandBradymeanrelationship; valuesof0.084gforintensity VIandabout0.09gforthetrendofthemeandefinedbyintensities IV-VIIresult.Furthermore, 10CFR100AppendixA,SectionV(a)(1)(v)requiresthat0.10gacceleration beassumedasaminimum.ThusbyedicttheSt.LucieSSEisdefinedas0.10g.Since10CFR100SectionV(a)(2)requiresthattheOperating BasisEarthquake (OBE)benolessthanonehalftheSSE,;theSt.LucieOBEisdefinedagainbyfiatas0.05g.Theannualprobability foraseismiceventgreaterthanorequalto0.05g(recallthatthisshouldhavebeenanSSEacceleration)was computedandtheanalysesindicatethattheprobability ofoccurrence ofthiseventisonceper3,000years.

ATTACHMENT 3(COND')AsshownenFSARFigure2.5-31andCESARTable2.5-2,earthquakes inFloridahavebeeninfrequent, oflowtomoderateintensity (III-VIMM),andhaveepicenters atleast100milesfromthesite.Severalsmallearth-quakeshavebeenfeltinthevicinityofGreenCoveSprings,locatednearJacksonville, morethan180milesnorthofthesite.Theotherminorearthquakes withinthestatehave'eenrandomlyscattered andthereisnoevidencethatanyarerelatedtoobservedstructural features.

FSARTable2.5-3indicates theinsignifiance ofI-VIMMearthquakes.

TheUniformBuildingCode(theUSEdition,Volume1,asapprovedbytheInternational Conference ofBuildingOfficials) designates thesitevicinityasZone0onthemapentitled, "MapoftheUnitedStatesShowingZonesofApproximate EqualSeismicProbability."

TheUSCoastandGeodeticSurveyindicates Zone0asanareaofnoearthquake damage.HadlyandDevine(FSARSection2.5,Reference 49)alsoplacethisportionofFloridainazonewheretheseismicfrequency approaches zero.Furthermore, anexamination oftheepicentral map(FSARFigures2.5-31and2.5-32)showsabroadsegmentofsouthcentralFloridainwhichpossibleepicenters areentirelyabsent.TheSt.Luciesiteisinthemiddleofthisregion.Geologicconditions ofthesiteandsurrounding area,geologicstructure andhypothesized faultingintheregion,asdiscussed inFSARSubsection 2.5.1,indicatethatnoseismic-generative faultsexistwithin200milesofthesite.Basedontheabove,plustheshortdurationwhenthesprinkler systemsarebeingseismically restrained andsupported, itisbelievedthattheoccurrence ofanearthquake whichcouldpotentially damagethesprinkler systemsintheRABisextremlyunlikely, andtheoccurrence ofanearth-quakeoflesserintensity isnotlikelytoaffectanySt.Luciebuildings orsystemsregardless oftheirseismicclassification.
