~Ep ADDITIONAL INFORMATION REGARDING GENERICLETTER83-28I.EuimentClassification Methodolo Section2.1InourinitialresponsetoGenericLetter83-28,datedNovember8,1983,NiagaraMohawkstatedthatareviewofGeneralElectric's equipment classification methodology wouldbeconducted andappropriate Engineering Procedures wouldberevisedifnecessary.
NiagaraMohawkhasreviewedGeneralElectric's methodology, asstatedinNEDC-30505, andhasconcluded thatgeneralagreement existswiththeappropriate engineering procedures.
Therefore, procedure revisions arenotwarranted.
However,atthistime,NiagaraMohawkhasaprojectunderwaywhichinvolvesareviewofourequipment classification list(g-List).
Thepresentg-Listdelineates theapplicable qualityrequirements onasystembasis,withupdatesforindividual components.
Thisprojectwillconvertthe9-Listtoacomponent levellist.Thislist,whencompleted, willincludethemechanical, electrical, instrumentation andcontrol,andstructural portionsofNineMilePointUnit1.Thecriteriabeingusedforthecomponent classification arethoselistedintheNineMilePointUnit1FinalSafetyAnalysisReport,datedJune1967,anditsSecond,Supplement, datedOctober1968.Additional guidanceisbeingutilizedfromANSI/ANS52.1-1983, "NuclearSafetyCriteriafortheDesignofStationary BoilingWaterReactorPlants,"andappropriate industrycodesandstandards (i.e.ASME,IEEE,etc.).Thisprojectwillprovideacleardefinition tothosestructures andcomponents, subjecttotherequirements ofourgualityAssuranceprogramandconsistent withGeneralElectric's criteriaandtheNineMilePointUnit1licensing basis.II.VendorInterface Proram(Section2.2.2)Asindicated inourpreviouscorrespondence, NiagaraMohawkwasanactiveparticipant intheNuclearUtilityTaskActionCommittee formedtoaddresscontrolandutilization ofinformation regarding safetyrelatedcomponents.
AttheoutsettheCommittee recognizeed thatindividual utilities havethegreatestexperience with,andaremostcognizant of,theapplication ofsafetyrelatedequipment.
Basedonthisrecognition, theCommittee investigated themechanisms currently available tofacilitate information exchangeamongutilities.
Theseincludedtheroutineutility/vendor andutility/regulator interchanges andtheSignificant EventEvaluation andInformation Network(SEE-IN)andNuclearPlantReliability DataSystem(NPRDS)programsmanagedbytheInstitute ofNuclearPowerOperations (INPO).TheCommittee concluded thattheseexistingactivities, coupledwithacoordinated programwithineachutility,constituted anoverallprogramtoensurethedissemination andutilization oftechnical information regarding reliability ofsafetyrelatedequipment.
Additional information describing thisoverallprogramwasprovidedtotheNuclearRegulatory Commission inMarch1984bytheCommittee.

Akeyelementofthevendorequipment technical information programisautilityprogramtocontribute information totheNPRDSandSEE-INprogramsandtousetheresultsoftheseprograms.
Theadministrative controlscurrently beingimplemented atNineMilePointUnit1containprocedures anddatacollection requirements relatedtotheseprograms.
Theserequirements provideassurance thatinformation regarding safetyrelatedequipment ishandledinanefficient, timelymanner.Nospecificchangetotheseexistingadministrative controlsisdeemednecessary atthistime.However,toincreasetheeffectiveness oftheNPRDSanadditional individual hasbeenaddedtotheNineMilePointTechnical Stafftocoordinate theactivities ofthisprogram.Thisaction,coupledwiththeexistingadministrative
- controls, meetstheintentofSection2.2.2ofGenericLetter83-28addressing vendorinformation andinterface.
