10 CFR 50 Appendix B, Criterion XI, Test Control requires, in part, that written test procedures incorporate the requirements and acceptance limits contained in the applicable design documents. Contrary to this, on October 16, 2009, the licensee identified that the acceptance criteria for the TDEFWP were not correct when the TDEFWP failed the full flow surveillance test. As a result, the TDEFWP was declared
inoperable. The violation was determined to be of very low safety significance because, when the evaluation was performed, the existing acceptance criteria were coincidentally conservative, and the pump was within the design basis margin limits. The licensee performed calculations and revised the acceptance criteria within the surveillance test procedure. The licensee addressed this issue in the corrective action program as condition report CR-09- 04033
