ThefollowinginformationisbeingprovidedinresponsetotheMay29,1979NRCdraftevaluationofSEPTopicIII-2.B(GinnaOnsiteMeteorologicalMeasurementsProgram).Baseduponourreviewofseveralsite-specificfactors,andregionalmeteorologicaldata,weconcludethat,appropriateestimatesofatmosphericdispersionareobtainablewithoutrelocatingtheexistingGinnatower,orestablishingasecondtowerfartherinland.Ourrationaleisprovidedbelow:ElevatedreleaseconditionsAplanteffluentplumewouldbehaveasanelevatedreleaseonlyunderconditionswherewindspeedswereverylowandtheplumefromventsnearthecontainmentfascadeescapedthebuildingwakes.Lowwinds(belowthreem.p.h.)occurlessthan5%ofthetimefromdirectionsthatwouldcarrytheplumeoverland.Upperlevelmeasurementsfromthepresent.towerwouldproperlyestimatewindspeeddirectionandturbulencesincethelevelisnearanypointofreleaseandabovetheturbulentinternalboundarylayer(TIBL)thatwouldexist.WewouldproposetouseanappropriatedispersionmodelincorporatingTIBLeffectstopredict,groundlevelconcentrationsdownwindbasedonknowledgeoflakeandairtemperature,timeofday,andwindspeed.Nootherdatafromanotherinlandtowerwouldsignificantlyenhancetheaccuracyofsuchcalculations.POZS/ADD'$400-/%~toit.Bg.II tNn
