~Ep ADDITIONALINFORMATIONREGARDINGGENERICLETTER83-28I.EuimentClassificationMethodoloSection2.1InourinitialresponsetoGenericLetter83-28,datedNovember8,1983,NiagaraMohawkstatedthatareviewofGeneralElectric'sequipmentclassificationmethodologywouldbeconductedandappropriateEngineeringProcedureswouldberevisedifnecessary.NiagaraMohawkhasreviewedGeneralElectric'smethodology,asstatedinNEDC-30505,andhasconcludedthatgeneralagreementexistswiththeappropriateengineeringprocedures.Therefore,procedurerevisionsarenotwarranted.However,atthistime,NiagaraMohawkhasaprojectunderwaywhichinvolvesareviewofourequipmentclassificationlist(g-List).Thepresentg-Listdelineatestheapplicablequalityrequirementsonasystembasis,withupdatesforindividualcomponents.Thisprojectwillconvertthe9-Listtoacomponentlevellist.Thislist,whencompleted,willincludethemechanical,electrical,instrumentationandcontrol,andstructuralportionsofNineMilePointUnit1.ThecriteriabeingusedforthecomponentclassificationarethoselistedintheNineMilePointUnit1FinalSafetyAnalysisReport,datedJune1967,anditsSecond,Supplement,datedOctober1968.AdditionalguidanceisbeingutilizedfromANSI/ANS52.1-1983,"NuclearSafetyCriteriafortheDesignofStationaryBoilingWaterReactorPlants,"andappropriateindustrycodesandstandards(i.e.ASME,IEEE,etc.).Thisprojectwillprovideacleardefinitiontothosestructuresandcomponents,subjecttotherequirementsofourgualityAssuranceprogramandconsistentwithGeneralElectric'scriteriaandtheNineMilePointUnit1licensingbasis.II.VendorInterfaceProram(Section2.2.2)Asindicatedinourpreviouscorrespondence,NiagaraMohawkwasanactiveparticipantintheNuclearUtilityTaskActionCommitteeformedtoaddresscontrolandutilizationofinformationregardingsafetyrelatedcomponents.AttheoutsettheCommitteerecognizeedthatindividualutilitieshavethegreatestexperiencewith,andaremostcognizantof,theapplicationofsafetyrelatedequipment.Basedonthisrecognition,theCommitteeinvestigatedthemechanismscurrentlyavailabletofacilitateinformationexchangeamongutilities.Theseincludedtheroutineutility/vendorandutility/regulatorinterchangesandtheSignificantEventEvaluationandInformationNetwork(SEE-IN)andNuclearPlantReliabilityDataSystem(NPRDS)programsmanagedbytheInstituteofNuclearPowerOperations(INPO).TheCommitteeconcludedthattheseexistingactivities,coupledwithacoordinatedprogramwithineachutility,constitutedanoverallprogramtoensurethedisseminationandutilizationoftechnicalinformationregardingreliabilityofsafetyrelatedequipment.AdditionalinformationdescribingthisoverallprogramwasprovidedtotheNuclearRegulatoryCommissioninMarch1984bytheCommittee.

AkeyelementofthevendorequipmenttechnicalinformationprogramisautilityprogramtocontributeinformationtotheNPRDSandSEE-INprogramsandtousetheresultsoftheseprograms.TheadministrativecontrolscurrentlybeingimplementedatNineMilePointUnit1containproceduresanddatacollectionrequirementsrelatedtotheseprograms.Theserequirementsprovideassurancethatinformationregardingsafetyrelatedequipmentishandledinanefficient,timelymanner.Nospecificchangetotheseexistingadministrativecontrolsisdeemednecessaryatthistime.However,toincreasetheeffectivenessoftheNPRDSanadditionalindividualhasbeenaddedtotheNineMilePointTechnicalStafftocoordinatetheactivitiesofthisprogram.Thisaction,coupledwiththeexistingadministrativecontrols,meetstheintentofSection2.2.2ofGenericLetter83-28addressingvendorinformationandinterface.
