WESTINGHOUSE ELECTRIC COMPANY, LLC. - SAFETY EVALUATION FOR TOPICAL REPORTS RELATED TO THE EVINCITM REACTOR ADVANCED LOGIC SYSTEM VERSION 2 PLATFORM AND THE ADVANCED LOGIC SYSTEM VERSION 2 DEVELOPMENT PROCESS (EPID: L-2022-TOP-0059 AND L-2022-TOP-0060)

Dear Mr. Schoedel:

By letter dated December 21, 2022 (Agencywide Documents Access and Management System, Accession Number, ML22355A230), Westinghouse Electric Company, LLC. (WEC) submitted the Advanced Logic System [(ALS)] v2 [(Version 2)] Platform Topical Report, the Advanced Logic System v2 Development Process Topical Report, and an initial set of supporting documents for the U.S. Nuclear Regulatory Commission (NRC) staffs safety evaluation (SE).

By emails sent on February 3, 2023 (ML23024A227 (Package)), and March 3, 2023 (ML23061A157 (Package)), respectively, the NRC staff accepted the subject topical reports (TRs) for review. WEC also provided supplemental information to support this SE (ML23023A131 (Package)).

The NRC staff's SE for the TRs is enclosed. Enclosure 1 is the redacted version of the SE and will be made publicly available. Enclosure 2, contains proprietary information and access to this document will be controlled consistent with the regulations in Title 10 of the Code of Federal Regulations, section 2.390 Public inspections, exemptions, requests for withholding.

The NRC staff concluded that that the ALS v2 field programmable gate array-based platform, as defined by its standardized circuit boards, design features, and development processes, supports meeting the applicable regulatory requirements for plant-specific use within safety-related instrumentation and control systems subject to the limitations documented in the SE.

The NRC staff requests that WEC submit an accepted proprietary and non-proprietary version of the ALS v2 Platform TR within 3 months of receipt of this letter. The accepted version shall incorporate this letter and the enclosed SE.
