VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 - CORRECTION OF UNIT 1 AMENDMENT NO. 191 AND UNIT 2 AMENDMENT NO. 174 RE: ISSUANCE OF AMENDMENTS REGARDING TECHNICAL SPECIFICATION REQUIREMENTS FOR UNAVAILABLE BARRIERS (TSTF-427)
Dear Ms. Coleman:
On June 27, 2017, the U.S. Nuclear Regulatory Commission (NRC) issued Amendments No.
186 to Renewed Facility Operating License (RFOL) NPF-68 and Amendment No. 169 to RFOL NPF-81 to Southern Nuclear Operating Company (SNC, the licensee) for the Vogtle Electric Generating Plant (Vogtle), Units 1 and 2, respectively (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17137A041). This license amendment allowed SNC to adopt Technical Specification Task Force (TSTF) Traveler TSTF-529, Revision 4, Clarify Use and Application Rules, for Vogtle, Units 1 and 2. In part, the amendments modified Surveillance Requirement (SR) 3.0.3, located on page 3.0-4, by adding the following sentence:
The delay period is only applicable when there is a reasonable expectation the surveillance will be met when performed.
By letter dated November 15, 2016, SNC submitted a license amendment request to adopt TSTF-427, Revision 2, Allowance for Non Technical Specification Barrier Degradation on Supported System OPERABILITY. which added new Limiting Condition for Operation (LCO) 3.0.10 (ML16320A219). To facilitate this addition to Vogtles Technical Specifications (TS), the new LCO 3.0.10 was added to TS page 3.0-4 and previously existing SR 3.0-1, SR 3.0-2, SR 3.0-3, and SR 3.0-4 were shifted to pages 3.0-5 and 3.0-6. By letter dated September 5, 2017, the NRC issued Amendment No. 191 to RFOL NPF-68 and Amendment No. 174 to RFOL NPF-81 to SNC for Vogtle, Units 1 and 2, respectively (ML17198B633), approving SNCs request to adopt TSTF-427. During the license amendment issuance process, TS page 3.0-5 was replaced with a new page that inadvertently removed the previously NRC-approved sentence in SR 3.0.3, located on page 3.0-5.
The NRC staff has confirmed that the removal of the sentence added to Vogtle, Units 1 and 2, SR 3.0.3, as approved by Amendment Nos. 186 and 169, respectively, was an administrative error made when the NRC issued Amendment Nos. 191 and 174 to RFOL NPF-68 (Vogtle, Unit 1) and RFOL NPF-81 (Vogtle, Unit 2), respectively. Additionally, the change to include
additional language in SR 3.0.3, as described above, was included in the associated notice to the public, which was published in the Federal Register on February 28, 2017 (82 FR 12130, 12137).
This administrative error is addressed by providing the licensee instructions in the Attachment to this Correction Letter to replace TS page 3.0-5 in the respective licenses.
Consistent with NRC staff guidance dated January 16, 1997 (ML103260096), based on the NRCs policy established by SECY-96-238 (ML20134M324) and the corresponding Staff Requirements Memorandum (ML003754054), these errors can be corrected by a letter to the licensee from the NRC staff.
Therefore, enclosed please find the corrected Vogtle, Units 1 and 2, Attachment to License Amendment No. 191 to RFOL NPF-68 and License Amendment No. 174 to RFOL NPF-81, which replaces TS page 3.0-5 in the respective licenses. This correction does not change any of the conclusions in the safety evaluations or no significant hazards consideration determinations associated with Amendment Nos. 191 or 174 as published in the Federal Register.

SR Applicability 3.0 Vogtle Units 1 and 2 3.0-5 Amendment No. 191 (Unit 1)
Amendment No. 174 (Unit 2) 3.0 SURVEILLANCE REQUIREMENT (SR) APPLICABILITY SR 3.0.1 SRs shall be met during the MODES or other specified conditions in the Applicability for individual LCOs, unless otherwise stated in the SR.
Failure to meet a Surveillance, whether such failure is experienced during the performance of the Surveillance or between performances of the Surveillance, shall be failure to meet the LCO. Failure to perform a Surveillance within the specified Frequency shall be failure to meet the LCO except as provided in SR 3.0.3. Surveillances do not have to be performed on inoperable equipment or variables outside specified limits.
SR 3.0.2 The specified Frequency for each SR is met if the Surveillance is performed within 1.25 times the interval specified in the Frequency, as measured from the previous performance or as measured from the time a specified condition of the Frequency is met.
For Frequencies specified as "once," the above interval extension does not apply.
If a Completion Time requires periodic performance on a "once per..."
basis, the above Frequency extension applies to each performance after the initial performance.
Exceptions to this Specification are stated in the individual Specifications.
SR 3.0.3 If it is discovered that a Surveillance was not performed within its specified Frequency, then compliance with the requirement to declare the LCO not met may be delayed, from the time of discovery, up to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> or up to the limit of the specified Frequency, whichever is greater. This delay period is permitted to allow performance of the Surveillance. The delay period is only applicable when there is a reasonable expectation the surveillance will be met when performed. A risk evaluation shall be performed for any Surveillance delayed greater than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> and the risk impact shall be managed.
If the Surveillance is not performed within the delay period, the LCO must immediately be declared not met, and the applicable Condition(s) must be entered.
