REQUEST FOR NRC REVIEW AND APPROVAL OF REVISIONS TO CPSES EMERGENCY CLASSIFICATION PROCEDURE Gentlemen:
This submittal is to request NRC staff review and approval of Emergency Action Level (EAL) changes prior to implementation at CPSES. TV Electric management has recently approved, but not implemented, changes to the initiating conditions /EALs used in the CPSES Units 1 and 2 emergency classification system. The current CPSES emergency classification system is described in Revision 27 of the CPSES Emergency Plan. Section 2.0 " Emergency Classification System" and Table 2.1. " Initiating j
Conditions for Emergency Classifications" The current implementing details of the plan, including the actual EALs for emergency classification and plan activation.
are prescribed in Revision 10 of Emergency Plan Procedure Ef P-201, " Assessment of Emergency Action Levels. Emergency Classification and Plan Activation" TV Electric herein submits a proposed change to CPSES Emergency Plan Procedure EPP-201.
Accordingly. Enclosure 1 contains a copy of the affected pages from the current (Rev. 10) and proposed new (identified as Rev. 11) EPP-201 and a change summary.

General Summary and Justification The enclosed proposed revision improves the overall effectiveness and credibility of the CPSES Emergency Preparedness Program. Specifically, the initiating

conditions /EALs prescribed for emergency classification in procedure EPP-201 (Rev.
10). Attachment 1. Charts 1-10. have been reviewed and are proposed for revision based on experience from past CPSES drilliexercise perfo mance and technical review. Specific proposed changes in affected charts of arocedure EPP-201 are discussed in Enclosure 1.

' TXX-99062 Page 2 of 2 In order to maintain consistency between documents, the above proposed changes to implementing procedure EPP-201 require corresponding minor changes to emergency classification initiating condition information surmiarized in the CPSES Emergency Plan. Table 2.1.
These minor, corresponding plan changes are editorial in nature and will be revised as allowed under the provisions of 10 CFR 50.54(q) after NRC approval _ of these submitted changes.

Discussion with State and local Officials TU Electric has discussed the proposed revisions with representatives of the State of Texas. Department of Public Safety, Division of Emergency Management and Department of Health Bureau of Radiation Control, the Hood County Judge and the
'Somervell County Judge, and has received their endorsement to make these changes.
3.
Prooosed Schedule for imolementation.
It is requested that a decision on approval be made by July 1.1999, in order to allow for implementation prior to the scheduled Fall CPSES outage.
