The inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector. The inspection findings are as follows: Based on the inspection findings, no violations were identifie. Previous violation(s) closed. Job Site: M-20 at Currie Road, Midland, MI 1 Scope and Observations:

Prein & Newhof, a civil engineering firm based in Grand Rapids, Michigan, was authorized to store portable moisture density gauges containing byproduct material at four offices in Michigan and to use them for measuring the physical properties of construction materials at temporary job sites in NRC jurisdiction. The scope of this inspection was limited to observations of licensed activities at a road construction project on M-20 outside of Midland, Michiga While en-route to other duties, the inspector noticed two individuals standing next to a portable moisture density gauge on the shoulder of M-20. The inspector stopped and observed the individuals standardizing the gauge in preparation for testing, maintaining control and constant surveillance of the device throughout. The inspector met with the individuals to discuss safety and regulatory topics and to evaluate their equipment prior to its use for compaction testing later in the day. Both were knowledgeable of radiation protection principles, gauge operation, and licensee procedures. Their gauge, a Troxler 3400 series (s/n 31950) and its transport case were in good condition; the case was also adequately marked and labeled and blocked and braced for transport with two barriers (two lid locks and two locking case chains). Independent surveys of the gauge were consistent with radiation profiles in the applicable SSDR safety evaluation (NC-646-D-830-S). Shipping papers, emergency response information, current leak test results for the gauge, and a copy of the licensee's emergency procedures were available within arm's reach of the driver's seat in their vehicl No violations of NRC requirements were identified as a result of this inspection.
