SUMMARY
OF THE MARCH 4, 2025, COMMENT GATHERING PUBLIC MEETING REGARDING IMPLEMENTATION OF SECTION 207 OF THE ADVANCE ACT COMBINED LICENSE REVIEW PROCEDURE Meeting Summary The U.S. Nuclear Regulatory Commission (NRC) conducted a comment-gathering public meeting on the implementation of the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy (ADVANCE) Act of 2024, Section 207, Combined License Review Procedure.1 The NRC staff discussed its initial considerations to implement the requirements in ADVANCE Act Section 207 and actively solicited public comments, questions, and ideas.2 The hybrid meeting had 52 attendees including members of the public, representatives from the nuclear industry, and NRC staff.
After welcoming remarks, the NRC staff provided an overview of how the public may stay informed on the implementation of the ADVANCE Act, and the feedback received during the December 12, 2024, Advance Reactor Stakeholder meeting and the January 28, 2025, public comment-gathering meeting.3 The NRC staff noted that all feedback and comments received verbally and submitted in writing to the NRC regarding Section 207 will be considered as it implements the requirements.
The NRC staff presented its initial considerations for implementing the requirements in Section 207, including general considerations and specific considerations for the reactor design and proposed site. The NRC staff actively solicited public comments, questions, and ideas on these considerations.
The NRC staff discussed examples of applications that would not meet the criteria to qualify for an expedited review required by Section 207 and noted that applications that do not meet the qualification criteria can still benefit from on-going activities to improve efficiencies in the NRC review and through preapplication engagements prior to the submission of the application.
The NRC staff summarized the overall approach to implementing the requirements in Section 207 with its commitment to an efficient and effective review of accepted license applications and that the existing NRC procedures and guidance support an expedited combined license application review to the maximum extent practicable. In addition, the NRC staff encouraged early and often preapplication engagements to establish a common understanding of the prospective applicants plans and to support regulatory stability and review timeliness.
