Dear Mr. Loeffler:

By letter dated September 18, 2012 (Agencywide Documents Access and Management System Accession No. ML122630070), Northern States Power Company - Minnesota (NSPM), doing business as Xcel Energy, Inc.,

proposed changes to the Technical Specifications (TS) for the Monticello Nuclear Generating Plant (MNGP).

The proposed changes would revise TS 3.8.3, Diesel Fuel Oil, lube Oil and Starting Air, consistent with NRC-approved TSTF-501, Revision 1, Relocate Stored Fuel Oil and Lube Oil Volume Values to Licensee Control.

The U.S. Nuclear Regulatory Commission staff in the Technical Specifications Branch of the Office of Nuclear Reactor Regulation has identified that additional information is needed to complete its review. The draft request for additional information (RAI) is attached.

You may accept this as a formal request for additional information and respond to the question by January 18, 2013. Alternatively, you may request to discuss the content of this RAI with the NRC staff in a conference call, including any change to the proposed response date.

REQUEST FOR ADDITIONAL INFORMATION RELATING TO MONTICELLO LICENSING AMENDMENT REQUEST FOR ADOPTION OF TSTF-501 NORTHERN STATES POWER COMPANY - MINNESOTA MONTICELLO NUCLEAR GENERATING PLANT DOCKET NO. 50-263 In letter dated September 18, 2012, Northern States Power Company - Minnesota, doing business as Xcel Energy, Inc., proposed changes to the Technical Specifications (TS) for the Monticello Nuclear Generating Plant. The proposed changes would revise TS 3.8.3, Diesel Fuel Oil, Lube Oil and Starting Air, consistent with Technical Specification Task Force (TSTF)

Traveler TSTF-501, Revision 1, Relocate Stored Fuel Oil and Lube Oil Volume Values to Licensee Control.

The U.S. Nuclear Regulatory Commission (NRC) staff in the Technical Specifications Branch of the Office of Nuclear Reactor Regulation has identified that the following additional information is needed to complete its review.

In your application you stated:

The specific volume of fuel oil equivalent to a 7-day and 6-day supply is calculated using the NRC-approved methodology described in Regulatory Guide

[RG] 1.137, "Fuel-Oil Systems for Standby Diesel Generators" and ANSI N195 -

1976, "Fuel Oil Systems for Standby Diesel-Generators."

The TSTF-501 Model Application states:

[. The deletion of Appendix B of ANSI N195-1976 in the TS Bases is not required. ANSI N195-1976 and Regulatory Guide 1.137, Revision 1, Fuel-Oil Systems for Standby Diesel Generators, are the current Bases references.]

The TSTF-501 Model No Significant Hazards Consideration states:

The specific volume of fuel oil equivalent to a [7]- and [6]-day supply is calculated using the NRC-approved methodology described in RG 1.137, Revision 1, Fuel-Oil Systems for Standby Diesel Generators and ANSI-N195 1976, Fuel Oil Systems for Standby Diesel-Generators.

Request for Additional Information Please identify the RG 1.137 revision number used to calculate the specific volume of diesel generator fuel oil equivalent to a 7-day and 6-day supply and include the revision number in the proposed TS Bases currently identified as Reference 2.

If a revision other than RG 1.137, Revision 1, is used, provide justification for this deviation from the TSTF-501 Notice of Availability as published in the Federal Register on May 26, 2010 [75 FR 25988].
