RENEWAL OF FULL-POWER OPERATING LICENSES FOR LASALLE COUNTY STATION, UNITS 1 AND 2 Pursuant to the Commissions direction in its July 25, 2005, Staff Requirements Memorandum for COMSECY-05-0025, Renewal of Full-Power Operating License for Arkansas Nuclear One, Unit 2, that the U.S. Nuclear Regulatory Commission (NRC) staff notify the Commission via memorandum 3 days before the issuance of a renewed operating license, the staff is informing the Commission that it is ready to issue Renewed Facility Operating License Nos. NPF-11 and NPF-18 for LaSalle County Station (LSCS), Units 1 and 2, respectively, on October 19, 2016.
By letter dated December 9, 2014, as supplemented by letters submitted to the NRC through June 8, 2016, Exelon Generation Company, LLC, submitted its application to renew the operating licenses for LSCS, Units 1 and 2. The NRC staff reviewed the license renewal application in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 51, Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions, and 10 CFR Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. Region III also performed inspections, as described in a memorandum dated July 21, 2016, from Cynthia Pederson, Regional Administrator (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16203A176). The staff documented the results of its safety review in Safety Evaluation Report Related to the License Renewal of LaSalle County Station, Units 1 and 2, dated June 2016 (ADAMS Accession No. ML16126A503). The staff documented the results of its environmental review in NUREG-1437, Supplement 57, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 57, Regarding LaSalle County Station, Units 1 and 2, dated August 2016 (ADAMS Accession No. ML16238A029) and a record of decision to be dated on the date of the license issuance (ADAMS Accession No. ML16264A222).
In accordance with 10 CFR 54.25, Report of the Advisory Committee on Reactor Safeguards, the Advisory Committee on Reactor Safeguards (ACRS) reviewed the license renewal application for LSCS. The ACRS completed its review during its 635th meeting, held on July 6 - 8, 2016, and documented its findings in a letter to the Commission dated July 18, 2016 (ADAMS Accession No. ML16200A156).

The Commissioners Pursuant to the June 5, 2002, Staff Requirements Memorandum for SECY-02-0088, Turkey Point Nuclear Plant, Units 3 and 4, Renewal of Full-Power Operating Licenses, that authorizes the Director of the Office of Nuclear Reactor Regulation (NRR) to issue all future uncontested operating license renewals without prior Commission authorization, the Director of NRR will issue Renewed Facility Operating License Nos. NPF-11 and NPF-18 for LSCS, Units 1 and 2, respectively, on October 19, 2016.
