This letter transmits

the results of the routine inspection

conducted

by Messrs.

W. Cook,

R. Laura, R. Temps and others of this office on October 4 through November 14, 1990, at Nine

Mile Point Units

1 and 2, Scriba, New. York.

A summary of the inspection findings was

presented

to member's of your staff at the conclusion of the inspection.

Based upon inspector findings, a Notice of Violation (Appendix A) has been issued identifying

two examples of failure to followstation procedures.

Specifically, maintenance mechanics failed

to use a properly calibrated torque wrench and also failed to adhere to proper radiological control

practices while performing maintenance on hydraulic control units. We are concerned that these

workers exhibited a lack of regard for procedural controls and that problems of this type have

occurred despite your recent efforts to address procedural compliance.

In your response to this

violation, please discuss what further actions you plan to take to improve performance in the

procedural compliance area.

The violation has been categorized as Severity Level IVaccording

to 10 CFR Part 2, Appendix C (Enforcement Policy).
