This letter'refers
to the NRC's safety issues
program inspection of your
Access Authorization Program conducted
by Messrs.
G.
C. Smith and
R. J. Albert
of this office at the Nine Mile Point Nuclear station
on July 8-12,
1996.
Areas
examined during the inspection
are identified in the enclosed report.
The inspection consisted of interviews
and examination of selected
procedures
and representative
records.
Our findings were discussed
with Mr. H.
Christensen
and other members of your staff by Mr. Smith at the conclusion of
the inspection.
The inspectors
determined that you had
an effective program in place that
provided high assurance
that individuals granted'unescorted
access
were
trustworthy and reliable,
and did not constitute
an unreasonable
risk to the
health
and safety of the public, including
a potential to commit radiological
sabotage.
However,
an unresolved
item was identified relative to continual
behavioral
observation for individuals with unescorted
access
who are
away
from the station for more than
30 days.
We are pursuing that item with our,
headquarters
staff.
No safety concerns
or violations of regulatory requirements
were identified.
No response
to this letter is required.
