UNPLANNED SHUTDOWN GREATER THAN 72 HOURS On November 5,
- 1997, Nine Mile Point Unit 2
(NMP2) was shutdown to evaluate and repair a recirculation water flow control valve (FCV) problem.
On November 4, the "A" recirculation water FCV locked-up,
'as
- designed, in response to a rapid change in valve position indication.
Although no actual change in recirculation flow occurred, the indicated FCV position changed from approximately 65 percent open to 44 percent open.
Subsequently, the "A" FCV drifted closed slightly, and operators took actions, in accordance with their procedures, to hydraulically lock the valve in place.
At no time did the recirculation loop flow mismatch exceed the technical specification limits. Initial troubleshooting determined the problem to be associated with the valve position feedback loop, located within the drywell, and that a plant shutdown would be required for repair.
At 9:49 a.m.,
on November 5, operators commenced lowering power of NMP2; completing the shutdown at 5:00 p.m.
The resident staff observed the plant shutdown with no immediate concerns identified.
The licensee anticipates the outage duration to be approximately five days, with start-up planned for Monday, November 10.
The resident inspectors are following the outage and monitoring licensee activities.
The licensee has issued a press release.
The Region I Office of Public Affairs is prepared to respond to media inquiries.
The state of New York has been notified.
