ORESOEN 2 HIGH nENSITY FUEL STORAGE -*SYSTEMS INTERACTION CONCERN ASLB Memorandum and Order dated l/27/8l In* the reference ASLB Memorandum arid Order the Boar'd requested, among other things, a response regarding the safety relevance, ff any, of the various generic unresolved safetyfssues (USI) under contfnufng, study to the proposed spent fuel pool modification. Paul O'Connor specfffca11y requested me to address the usr*A-17, on Systems Interaction wfth respect to the spent fuel pool modiffcatton.

Systems f nteractfons may be defined as the occurrence of a set Qf dependent *

. events or faf1 ures that jeopardf zes a saf~ty function. A systems f nteractfon*

event !fs the consequence of some common cause initiator that can trigger an advers~. eftect on a vital safety system.

Wfth1n the 1fmfted scope of the Dresden Fuel Storage Pool Modfffcatfon, only.

the ~torage racks were fnvo1ved in the modffication. These racks are designed to meet Se1smfc Cateogry r requirements; no modiffcatfons are being made to the connecting service systems or any other parts of the plant. Therefore,.

we conclude that the fuel st~rage modification wf11 not increase the vulner-

  • ability of tho.Dresden plant to any potential adverse systems interactions from the. condition of the plant that exists before the modiffcatfon.

The generic aspect of systems fnteractfon outside of lfmfted scope of the Dresden proceedings fs being addressed fn a program to meet the requirements of Section II.C.3 of the NRC J\\ctfon. Plan Oeveloped as a Result of the Three Mile Island 2 Accident, NUREG-0660.

This program wi11 provide wHMn FY '81 the guidance needed to resolve USI A-17.
