Docket No. 50-335 IE Ins ection Re ort 81-15 FINDING Technical Specification 6.10.2(g) requires records of training and qualification for current members of the plant staff to be retained for the duration of the facility operating license.
QI 17 PR/PSL-l, QA Records, Revision 3 references Technical Specification 6.10 for defining which records are QA records.
QI 17 PR/PSL-1, Revision 3 requires permanent storage of records to be in the vault and temporary storage to be in cabinets (1-hour fire rated) or some other area which meets the requirements of FSAR 17.2.17.3.
Contrary to the above, training records being stored temporarily in two out of four departments inspected were being stored in cabinets that do not meet the 1-hour fire rating.
These records were not being stored in some other area permitted by FSAR 17.2.17.3.

FPL concurs in the finding.
FPL considers this to be an oversight and a misunderstanding of the definition of records.
Steps are being taken to store such records in accordance with appl icabl e r equi rements.
FPL is evaluating the present methods of documenting training activities to allow departments to retain sufficient information for training status and program follow-up.
