September 7, 1988 Docket No. 50-244 Dr. Robert C. Mecredy General
- Manager, Nuclear Production Rochester Gas and Electric Corporation 89 East Avenue Rochester, N. Y. 14649-0001
Dear Dr. Mecredy:
SUBJECT:
PROPOSED STEAM GENERATOR TUBE PERIPHERY SLEEVING In our July 19, 1988 meeting the staff demonstrated its strong interest in the GINNA sleeve development program.
Although the effort is built on pt oven technology, we believe that there have been significant improvements in the technology to warrant our review of the program prior to your proceeding with the proposed sleeving.
>le ask that you provide the NRC with further information on the development program by responding to Enclosure 1, Request for 'Additional Information.
Your response is requested within 30 days from the receipt of this letter.

ENCLOSURE 1
Re uest For Information On Ginna Peri her Sleevin Pro ram 1.
Which experimental techniques will be used to determine the magnitude of residual stresses introduced by the bending/straightning operation?
Will enough specimens be tested to ensure that, the "worst case" condition is tested?
2.
What modifications to the previously reviewed and approved welding tools and ultrasonic testing devices are being made?
How will the new tools be qualified?
What are the "stress relief and thermal treatment" specifications for the Inconel 690 sleeve material?
3.
Have the effects of the multiple heat treatments (stress relief, and weld heat effect, and thermal treatment) been fully examined with respect to mechanical properties and corrosion resistance?
4.
In view of the extensive corrosion testing to qualify the original sleeve configuration, extensive corrosion testing should be performed on the new concept.
Of particular interest is the effect of the additional deformation and the added stress relief heat treatment on the corrosion resistance.
For example, accelerated corrosion condition test should be conducted.
The effects of faulted chemistry conditions should also be examined.
5.
Confirm that the eddy current testing system has performed to the sensitivity and accuracy as stated in the original licensing basis for the welded sleeve.
