SUBJECT: NRC INSPECTION REPORT NO. 50-528/99-13; 50-529/99-13; 50-530/99-13
Dear Mr. Levine:
This refers to the security assistance
inspection conducted on June 7-10, 1999, at the Palo
Verde Nuclear Generating Station; Units 1, 2, and 3 facilities. The inspection was conducted
by'ne
region-based
NRC inspector and one NRC inspector and four contractor personnel from the
Reactor Safeguards
Section, Office of Nuclear Reactor Regulation
The enclosed report
presents the results of this inspection.
Overall, we determined that the security program was effective.
Based on the results of the
inspection, the NRC has determined that one Severity Level IV violation of NRC requirements
occurred.
The violation is being treated as a noncited violation (NCV), consistent with Appendix
C of the Enforcement Policy. The NCV is described in the subject inspection report.
Ifyou
contest the violation or severity level of the NCV, you should provide a response within 30 days
of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory
Commission, ATTN: Document Control Desk, Washington DC 20555-0001, with copies to the
Regional Administrator, U.S. Nuclear Regulatory Commission, Region IV, 611 Ryan Plaza Drive,
Suite 400, Arlington, Texas 76011, the Director, Office of Enforcement, United States Nuclear
Regulatory Commission, Washington, DC 20555-0001; and the NRC Resident Inspector at the
Palo Verde Nuclear Generating Station, Units 1, 2, and 3 facilities.
The material enclosed herewith contains Safeguards
Information as defined by 10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the
Atomic Energy Act of 1954, as amended.
Therefore, the material will not be placed in the Public
Document Room.
