This letter responds to the recent correspondence that you forwarded to us from constituent Ms. Karen Karan of Mesa, Arizona.
Ms. Karan expressed interest in the decommissioning costs associated with the Palo Verde Nuclear Generating Station and in the existence of a current evacuation plan that w'ovid be implemented at Palo Verde in the event of an accident.
With respect to decommissioning considerations, the cost of decommissioning each of the three Palo Verde units was considered by Arizona Public Service Company (APS) during the licensing phase of the facility and was estimated to be
$ 65 mi llion in 1980 dollars.
More detailed information regarding decom-missioning may be found in the Palo Verde Environmental Report issued by APS in 1979 and in the Final Environmental Statement related to the operation of Palo Verde (NUREG-0841) issued by the United States Nuclear Regulatory Commission (NRC) in February 1982.
On June 27,
- 1988, the NRC amended its regulations to set forth technical and financial criteria regarding the decommissioning of nuclear facilities.
One intent of the amendments is to assure that adequate licensee funds for the decommissioning of licensed nuclear facilities such as Palo Verde will be available.
The amended regulations include stipulations of the minimum funding amount
($ 105 mi llion per unit in 1986 dollars) and the means by which financial ass!Irance is to be provided.

- 1990, information which describes how reasonable assurance will be provided that funds will be available to decommission Palo Verde.
With respect to evacuation
- plans, Arizona Nuclear Power Project, the operator of Palo Verde, has prepared a comprehensive Emergency Plan that is in conform-ance with the requirements of our regulations (Title 10 of the Code of Federal Regulations, Part 50, Appendix E).
This Emergency Plan is periodically revised so that it remains current.
Section 6.6 of the Emergency Plan addresses the Evacuation Plan to be implemented in the event of an accident at Palo Verde and by reference, defines an emergency planning zone with a radius of 10 miles from the Palo Verde site.

The Honorable Jon Kyl from the plant site, such as those who live in the metropolitan Phoenix area (approximately 45 miles from Palo Verde), is not anticipated since the effects at that distance of a radioactive plume r'esulting from a maximum credible accident at Palo Verde, are expected to be insignificant.
However, the Emergency Plan does not preclude State and,county emergency organizations from exercising their authority and responsibility of ordering protective actions for the general public, should they deem them necessary.
